Judge Brent Basden upheld a decision on Jan. 27 in Clallam County Superior Court that developer Ruth Brothers Enterprises, LLC., of Kent, must follow the City of Sequim’s conditions that a second access point must be created before construction can begin on 71 new homes in Jennie’s Meadow’s second and third phases.
