Port Townsend keeps library director complaint hush-hush

PORT TOWNSEND — The City Council heard a workplace complaint against Port Townsend Library Director Theresa Percy during a closed session earlier this week.

No action was taken after the City Council executive session Monday night.

City Manager David Timmons placed Percy on leave last Wednesday after an internal complaint was filed but would not say then what prompted the action.

Again on Tuesday, he declined to provide information about the complaint or the process.

Said Mayor David King: “This is a confidential personnel matter, and it is up to the city manager what action to take.

“We will defer to his judgment.”

Last week, Timmons had said he expected to receive a report on the complaint from an independent investigator last Friday and would issue a statement this week.

Percy, 64, said Tuesday she had not been contacted about what happened at the meeting.

Percy, who receives a salary of $74,046 per year, began as library director in January 2004 and was hired by Timmons over three other finalists.

A $3 million bond to support library expansion is on the Aug. 6 ballot. Timmons said he did not know how Percy’s leave would affect the bond effort.

While lacking specifics on Percy’s situation, those on both sides of the bond issue have said the personnel action probably would not affect voting.
