PORT TOWNSEND — The City Council passed new limits on noise Monday, but they probably won’t take effect until summer.
City Attorney John Watts said the noise code now goes to the state Department of Ecology for a 90-day review.
It could go into effect around Aug. 1, he said.
The code itself is comprised of two parts and an agreement with the Port of Port Townsend:
* The first ordinance limits loud noise between 7 p.m. and 7 a.m. on weekdays, and 7 p.m. to 9 a.m. on weekends and holidays.
The ordinance says loud noise “unreasonably disturbs a person of average sensitivity to sound.”
There are exemptions, such as music, in the historic uptown and downtown districts until 1 a.m.
* The second ordinance prohibits truck compression brakes — often called “jake brakes” after the original maker, Jacobs Vehicle Systems — inside the city limit.
* Under a memorandum of agreement, the Port agrees to limit noisy projects in the boat yard off Sims Way between 10 p.m. and 7 a.m. on Mondays through Saturdays, and 6 p.m. to 8 a.m. on Sunday and holidays.
