Port of Port Angeles looks toward 2006 budget

PORT ANGELES — The public portion of the Port of Port Angeles’ 2006 budget process began Monday with discussion of the revenue and expense assumptions in the draft preliminary budget.

The first public draft of that budget will be presented at a special meeting set for 9:30 a.m. Monday, Nov. 7, at the Port’s headquarters, 338 W. First St., Port Angeles.

Then a public hearing on the preliminary 2006 budget is set for 10 a.m. Nov. 14 at the same location.

The final budget is set for adoption at the Port commission’s Nov. 28 meeting.

Basic assumptions

Finance Director Bill James said that preliminary budget would be based upon certain expense and revenue assumptions.

“I expect the new construction numbers to be big,” he said.

He revised the 2006 budget slightly based upon recent projections for the remainder of 2005, James said.

But the operating projections are less optimistic, he said.

Marine terminal revenue will include a $200 per ship “security fee” added in October to cover the costs of personnel providing security at the docks, James said.

Projected 2006 revenue for the Port Fill Dump log yard will include inbound log volume of 10.2 million board-feet from drop ramp barges, or about a barge a month, James said.

A fuel surcharge, which will vary from month to month depending on fuel costs, also will be included in the 2006 budget, James said.

Airport budget

The 2005 budget for William R. Fairchild International Airport didn’t include a six-month waiver of landing and parking fees, James said.

But the 2006 budget will include a full year of those fees, which usually total about $40,000, he said.
