PORT ANGELES — Port of Port Angeles commissioners signed an agreement Monday allowing the state Department of Transportation to begin using 22.45 acres of waterfront property for the proposed graving yard and construction staging areas.
The agreement says title to the graving yard, which the state will pay to build, shall go to the Port, in addition to whatever compensation is negotiated for using the site.
The state will also make annual lease payments on a non-exclusive construction easement to build the project.
The agreement also says if the two sides haven’t signed a lease by May 1, “the state shall institute a condemnation action.”
The possession and use agreement covers the entire span of the state’s use of the property until April 30, 2028 or the end of the leases, whichever comes first.
“I appreciate your coming and look forward to a long-term relationship. I appreciate the staff’s work on this project,” Port Commissioner Glenn Beckman said.
Port Attorney Steve Oliver said the possession and use agreement is a tool used by Transportation as it goes ahead with other properties.
