PORT ANGELES — A judge has reversed a City Council decision that prevented a drug and alcohol treatment facility from obtaining a permanent land-use permit.
Karlynn Haberly, a visiting Kitsap County Superior Court judge, on Monday granted a conditional-use permit to Highland Courte treatment center, which has been operating under a court-ordered stay permit since last year.
The court’s decision — the latest ruling in this complicated case — does not change the treatment center’s operation at 1704 Melody Circle.
But it does clarify conditions for the permit established by the city Planning Commission in May 2000.
