PORT ANGELES — The William Shore Memorial Pool District took shape Tuesday as the City Council and Clallam County commissioners approved an agreement that will govern the pool district.
Each governing entity appointed two colleagues to the board of directors of the new junior taxing district, which will officially be formed today after the May 19 vote approving its creation is certified.
The district board, formed to support the public pool at 225 E. Fifth St., will meet at 3:30 p.m. in the Port Angeles City Council Chambers, 321 W. Fifth St.
It will consist of county commissioners Mike Doherty and Mike Chapman, City Council members Cherie Kidd and Dan Di Guilio and a yet-to-be-chosen fifth member.
That person, who must live within the boundary of the district — identical to that of the Port Angeles School District — and can be a member of the council or commission, will be appointed at today’s gathering.
The board will meet at least once a month. It is subject to the state Open Public Meetings Act.
Deputy Mayor Betsy Wharton voted against the agreement with the county because she said the fifth person on the board should be required to not be a member of the council or commission.
Doherty was away on business but participated in the commissioners’ meeting through teleconference.
The board members’ terms will end Dec. 31. Beginning in 2010, new board members will be appointed by the City Council and county commissioners on an annual basis.
City Attorney Bill Bloor said board members can be re-appointed, and there are no term limits.
Costs
The city will cover the costs of the pool — on a reimbursable basis — until the board can acquire loans to pay for the pool’s operation.
The board will need to borrow money because it won’t receive any property tax revenue until about April of next year.
The city stopped funding the pool on March 30, and the pool has been running on donations since. City Manager Kent Myers said that the money from donations was expected to run out this week.
The board will elect a chairman, vice chairman and fifth member in today’s meeting.
Consider contract
It will also consider a contract with the city of Port Angeles to operate and maintain the pool for up to six months, discuss budget development and potential loan sources.
The board will also create a citizens advisory committee, determine how many people will serve on the committee, who will serve on it and their terms of office.
