EYE ON CLALLAM: Mid-year budget on Clallam County commission agenda

Clallam County commissioners will conduct a public hearing on a 2020 mid-year budget at 10:30 a.m. Tuesday.

The virtual meeting can be viewed at www.clallam.net/features/meetings.html.

General fund revenues were projected to end the year $2.6 million to $3.6 million below budget, county Finance Director Mark Lane said in an executive summary.

Lane cautioned that the projection was “still very much subject to change as we gain better visibility on COVID-19’s impact on our tax and other revenues.”

The commissioners’ regular business meeting will begin at 10 a.m. Tuesday.

Action items include:

• Funding agreements with 10 nonprofits for “Keeping the Lights On” during COVID-19.

• Agreements with seven unions for collective bargaining.

• Bid openings for kitchen improvements in the Clallam County jail.

• An amended agreement with Laurel Black Design for public outreach and support for Clallam County Phase 2 business reopenings during COVID-19.

• A resolution reappointing Carol Johnson to the Fair Advisory Board.

• A grant application with state Department of Commerce for funding shelter programs.

• Notice that budget revisions and supplemental appropriations will be adopted July 28.

• A call for July 28 hearing for consideration of debatable budget emergencies.

• A resolution authorizing action on current use assessment applications pursuant to open space code.

Commissioners will hold their weekly work session at 9 a.m. Monday.

They will discuss federal Coronavirus Aid, Relief and Economic Security (CARES) Act funding at 11 a.m.

Other discussion items include an agreement with the state Recreation and Conservation Office for the North Olympic Lead Entity for Salmon and an expenditure from the Clallam County Heritage Advisory Board grant fund.

At 1 p.m. Monday, the board will discuss a criminal justice and legal services level of service and efficiency study.

Public Utility District

Clallam County Public Utility District commissioners will consider a resolution affirming the district’s COVID-19 pandemic response customer support programs in a virtual meeting at 1:30 p.m. Monday.

Other agenda items include a letter of understanding with IBEW (International Brotherhood of Electrical Workers) Local 997 and a resolution reestablishing a schedule of deposits and charges and electric line extension unit prices.

Port of Port Angeles

Port of Port Angeles commissioners will consider paying $55,000 more to Cardno for an archaeological survey of the log yard when it conducts a special meeting at 3:30 p.m. Monday.

More items were found than were expected, the staff agenda memo said, and an additional five days and about 475 hours of staff time were needed to perform lab analysis, document findings and prepare items for curation.

Olympic Medical Center

Olympic Medical Center commissioners will consider a Board Audit, Budget and Compliance Committee agenda when they meet at 6 p.m. Wednesday.

Sequim city

The Sequim City Council will conduct a variety of public hearings, including a proposed amendment of the budget, when it meets at 6 p.m. Monday.

Conservation District

The Clallam Conservation District will hear an update on the Dungeness off-channel reservoir project in a virtual meeting at 3 p.m. Tuesday.

Other agenda items include a proposed public information policy, proposed changes to district elections, a long-range plan update, and salmon and orca grants.

Housing Authority

The Peninsula Housing Authority board will review a statement on Black Lives Matter at 1 p.m. Wednesday.

Other agenda items include a director’s report and a resolution to approve an accounts receivable collection write-off.

Peninsula Housing Authority serves both Clallam and Jefferson counties.

Clallam Transit

The Clallam Transit board will consider a general manager COLA request when it meets at 10 a.m. Wednesday.

The Clallam County Charter Review Commission will hold a special meeting to vote on charter amendments at 6 p.m. Thursday.

The full commission will meet Thursday to discuss amendments that would make the county prosecutor a non-partisan position, change the frequency of Charter Review elections to eight years and change the election of county commissioners from district to countywide.

Fire District 2

Clallam County Fire District No. 2 commissioners will consider an increase in the payroll account balance when it meets at 7:30 p.m. Tuesday.
