FORKS – When Christine Ballard and Elena Velasquez, both bilingual teachers in the Quillayute Valley School District, began a summer school program six years ago, they wanted to open students’ eyes to new horizons.
Ballard conceived the idea of a summer school program for limited-English speakers after she discovered that two-thirds of her class had never been to the ocean.
“And we live in Forks,” Ballard said.
“You can get on the public transportation and get to Second Beach pretty easily.”
So she applied for and received a non-competitive Title I grant for limited-English speakers, which would apply to the Spanish-speakers, the growing Guatemalan population and tribal students.
