Water rights, the closure of an emergency center and a list of legislative priorities are before boards and committees on the Peninsula this week.

Joint meeting

The Clallam County Commissioners and the commissioners of Clallam County Public Utility District #1 will hear a briefing on the Carlsborg water rights application from the state Department of Ecology during a special joint meeting at noon Monday.

The three Clallam County commissioners will discuss the Washington State Association of Counties’ short list of legislative priorities during their weekly work session Monday.

The commissioners’ work session, at 9 a.m. Monday, will preview items set for action at their formal meeting, which starts at 10 a.m. Tuesday.

• A letter of support for the Port of Port Angeles for federal funding to restore the protection area around the Tse-whit-zen village for the Lower Elwha Klallam Tribe.

• A resolution to close the Osborn Road Fund since the road project was completed in 2023.

• An amended grant agreement with the state Recreation and Conservation Office regarding increased Puget Sound acquisition and restoration funding.

• A memorandum of understanding with the Agnew Irrigation District regarding improvements in fish passage and irrigation water conveyance.

• Certification of 2023 road fund expenditures for fish passage barrier removal and 2023 road fund expenditures for traffic law enforcement to the County Road Administration Board.

• Results of a community opinion survey commissioned to support the 2024 update to the county’s comprehensive parks and recreation master plan.

• An agreement with the Washington Association of Sheriffs and Police Chiefs to continue the jail’s 24-7 Sobriety Program for an additional two years.

• A resolution appointing county representatives to the Washington Counties Risk Pool.

• An agreement with the Kitsap Critical Incident Response Team.

• An agreement with the city of Forks for law enforcement services from the Sheriff’s Office.

• A call for bids to replace the Art Barn roof at the county fairgrounds; bids are due by 10 a.m. Tuesday, April 23.

• A call for a public hearing at 10:30 a.m. Tuesday, April 16, regarding a proposed ordinance to update the county’s recreation master plan.

• A call for a public hearing at 10:30 a.m. Tuesday, April 16, regarding proposed applications for federal surface transportation block grants.

• An invitation to bid on the McDonald Creek irrigation and fish passage improvement project; bids are due by 10 a.m. Tuesday, May 7.

• A public hearing regarding two requests for rezoning.

• A public hearing regarding debatable budget emergencies as well as resolutions adopting various budget reductions, revisions and supplemental appropriations.
