Clallam County commissioners on Tuesday will consider an emergency lease with the Port of Port Angeles for a homeless population quarantine site at 2140 W. 18th St. near William R. Fairchild Memorial Airport.

The meeting will begin at 11:30 a.m. in Room 160 at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

No in-person attendance will be allowed until Gov. Jay Inslee’s “stay home, stay safe” proclamation is lifted, according to the agenda.

“In response to the current pandemic, to promote social distancing, and in compliance with Governor’s Proclamation 20-28 which prohibits in-person attendance at meetings, the Board of Commissioners strongly encourages the public to take advantage of remote options for attending open public meetings,” the agenda said.

The proposed lease agreement between the county and port would provide about 12,500 square feet of office space, 12,500 square feet of industrial space and 100,000 square feet of office space outdoors at the port’s 1010 Building in west Port Angeles.

The state Department of Commerce has provided funding to the county to house the homeless population during the COVID-19 pandemic, according to an executive summary.

Other action items for the commissioners’ meeting include:

• An agreement with Robinson Noble for a Carlsborg Urban Growth Area water project.

• An agreement with Feiro Marine Life Center for a 2020 internship program.

• An agreement with the state Military Department and U.S. Department of Homeland Security for an emergency management performance grant.

• An agreement with Peninsula Behavioral Health to ensure the Clallam County jail has coverage to provide safe cell evaluations.

• A bid opening for an annual hot mix asphalt supply.

• A resolution establishing alternate positions to all 15-member categories on the Marine Resources Committee.

• Verbal approval of 2020 developmental disabilities recommendations.

• A resolution adopting supplemental appropriations.

• A public hearing on proposed debatable budget emergencies.

Commissioners will conduct their weekly work session at 9 a.m. Monday.

Discussion items include:

• A proposed agreement with the state Department of Transportation to construct a roundabout at the Sequim-Dungeness Way and Woodcock Road intersection.

• A contract amendment with Kitsap Public Health District for tobacco and vapor product outreach and education activities.

• An agreement with AHBL, Inc. for stormwater management activities.

• A Clallam Economic Development and Choose Clallam First campaign.

Olympic Medical Center

Olympic Medical Center commissioners will consider provider employment agreements and a resolution concerning a local government investment pool when they meet at 12:30 p.m. Wednesday.

The three Jefferson County commissioners will hear an update on COVID-19 in the county when they meet at 9:45 a.m. Monday.
