The Port Townsend City Council will discuss Monday referring a short-term rental pilot program proposal to the Planning Commission and awarding contracts for the design of the Water Street overlay project.
The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.
City code currently allows short-term rentals in the form of bed-and-breakfasts, hotels, motels and tourist homes.
Non-owner-occupied short-term rental of homes is currently not allowed, although these uses are known to be occurring.
The council will fine-tune a line of questioning that the Planning Commission can use to consider its recommendation to the city on a three-year pilot program allowing non-owner-occupied short-term rentals.
The Water Street project would replace roadway from Taylor Street to the ferry terminal.
The state Transportation Improvement Board will provide $690,00 toward costs of both design and construction. The city’s match for the entire project is $127,230.
The council also will hear a first-quarter report from the Jefferson County Historical Society, approve appointments of members of the historic preservation and lodging tax committees, and consider adopting a public video system policy and accepting a Mountain View Commons space allocation study.
It will consider pursuing advance refunding of 2008 bonds in early 2017 and using targeted herbicide in a limited application on Sims Way.
Other scheduled city meetings — which will be in conference rooms at City Hall, 250 Madison St., unless otherwise indicated — are:

Development, land use committee
The Port Townsend City Council Community Development and Land Use Committee will hear a report on surveys of downtown parking when it meets Thursday.
The advisory committee will meet from 3 p.m. to 5 p.m. in council chambers, 540 Water St.
The Port Townsend Main Street Program conducted surveys the winter of 2014-15 and the summer of 2015.
Jefferson County
The three Jefferson County commissioners will hear a report about possible restorations to the area around Brinnon’s Duckabush River when they meet Monday.
The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.
The Hood Canal Salmon Enhancement Group has developed a timeline to manage improvements, with steps for identifying key stakeholders, conducting interviews, creating outreach materials and completing a feasibility study, which is to be submitted to the state Department of Fish and Wildlife.
The proposal would include replacing the U.S. Highway 101 causeway with a new bridge that is less susceptible to flooding.
On the consent agenda are two items dealing with refunding 2007 general obligation bonds: a $10,620 contract with Foster Pepper PLLC of Seattle for bond counsel services and a contract of up to $11,000 with D.A. Davidson & Co. of Port Angeles to underwrite the refunding.
Chimacum schools
The Chimacum School Board will discuss Wednesday the district’s next step after a proposed bond failed to attain a required 60 percent supermajority.
The meeting will begin at 6 p.m. in the high school library, 91 West Valley Road.
The proposed $29.1 million construction bond garnered 59.22 percent approval in Tuesday’s election.
Port of Port Townsend
The Port of Port Townsend commissioners will conduct two meetings related to the selection of a new executive director this week.
A meeting at 9:30 a.m. Monday will be an executive session to evaluate qualifications of applicants, followed by possible action in an open meeting.
A meeting at 9 a.m. Friday will be a public forum at which the finalists will appear, with a possible executive session afterward.
Both meetings will be at 333 Benedict St.
Port Executive Director Larry Crockett will retire June 1.
Jefferson Healthcare
Jefferson Healthcare commissioners will review and possibly revise governance policies and bylaws Tuesday.
The special meeting will be from 10:30 a.m. to 4 p.m. in the Jefferson Healthcare Conference Room, 2500 W. Sims Way.
The board will hold its regular meeting at 3:30 p.m. Wednesday in the same location. An agenda was not available by Saturday.
