EYE ON JEFFERSON: Port to consider draft 2016 budget plan Wednesday

Port of Port Townsend commissioners will consider a draft 2016 capital budget when they meet Wednesday.

The meeting will begin at 1 p.m. in chambers, 333 Benedict St.

It is preceded by a 9:30 a.m. workshop to review policies for changes or additions. Polices will be discussed further at the afternoon meeting.

The proposed capital budget is $595,000.

It includes two projects that staff says cannot be delayed: installation of a fire escape and fire suppression equipment, costing $150,000, at the Sail Loft Building and fixing a stormwater lift station that is providing skewed water test results. That will cost an estimated $180,000.

Commissioners also will consider a five-year, $1,785 monthly lease for Port Townsend Sails.

They will convene as the Industrial Development Corp. of the port and elect officers.

County commissioners

The three Jefferson County commissioners are expected to allocate funds for an alternative juvenile detention program at a meeting Monday.

The meeting will begin at 9 a.m. in chambers, 1820 Jefferson St., Port Townsend.

The resolution allocates $134,052 to Proctor House, which can house up to five juveniles who do not need the secure confinement of the Kitsap County Juvenile Detention Center.

The proposed resolution says the allocation is already part of the 2016 budget and that Proctor House Coordinator Kelli Parcher has run the program for 13 years.

The item is on the consent agenda and will not be discussed at the meeting unless requested by a member of the public or a county commissioner.

Additional items on the consent agenda include:

■ Scheduling of a public hearing to discuss the amendment of the sign code at 10:15 a.m. Feb. 1 in chambers.

■ A call for bids for the supply of aggregate material for bituminous surfaces, to be opened at 10 a.m. at the Feb. 1 meeting.

■ Consideration of a bid award for the supply of liquid asphalt products from Albina Asphalt in the amount of $221,975.

Port Townsend city

The Port Townsend City Council will discuss the status of its strategic plan and wrap up 2015 financial data at a workshop meeting Monday.

The meeting will begin between 6:45 p.m. and 7 p.m. in council chambers at historic City Hall, 540 Water St.

The meeting will be preceded by a special business meeting at 6:30 p.m. in the same location, where the council will consider endorsing the upcoming Port Townsend School District bond measure.

Council office hours, during which members of the public can discuss any topic with a member of the City Council, take place from 2 p.m. to 4 p.m. Tuesday in the mayor’s office at historic City Hall, 540 Water St.

Other city committee meetings are:

■ Lodging Tax Advisory Committee — 3 p.m. to 5 p.m. Tuesday, first-floor conference room, City Hall, 250 Madison St.

■ Planning Commission — 6:30 p.m. to 9:30 p.m. Thursday, council chambers. The panel will consider its schedule for the Growth Management Act update.

Port Townsend schools

The Port Townsend School Board will reorganize committee assignments and consider three policies when it meets Tuesday.

The meeting will begin at 6 p.m. in the Gael Stuart Building, 1610 Blaine St. It was moved from its usual Monday date to accommodate attendance at an educational conference.

The board will consider approval of a policy for transgender students. It will discuss policies on staff complaint resolution and election activities.

It also will consider approving an addendum to a collective bargaining agreement with the Port Townsend Education Association as well as a bond counsel engagement letter.
