EYE ON JEFFERSON: Port of Port Townsend to consider system study, design contract at Wednesday meeting

Port of Port Townsend commissioners will consider a $115,574 contract for a stormwater system planning study and conceptual design for the Boat Haven boatyard when they meet Wednesday.

Commissioners will meet at 5:30 p.m. in chambers, 333 Benedict St.

The draft report from Parametrix Engineering, Planning & Environmental Services — which has offices in Bremerton, Pullman, Puyallup, Seattle, Spokane and Tacoma — is expected by the end of this year.

Despite efforts to improve source controls, the port continues to fall short of the benchmark established for copper and zinc under the Boatyard General Permit issued by the state Department of Ecology and remains under a level 3 response requirement, a staff memo says.

Ecology has said additional compliance measures will be ordered this summer.

Commissioners also will discuss changes to live-aboard regulations — including background checks for new applicants.

They will consider a letter of intent for a long-term lease at Point Hudson to the Gatheringplace and a 50-year lease and quit-claim deed with Kimmel’s Crab Shack Inc.

County commissioners

The Jefferson County commissioners will consider on a first reading refinancing bonds issued in 2007 for improvements to the emergency communications 9-1-1 dispatch center when they meet Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jackson St., Port Townsend.

Final approval of the refinancing would be on a second reading.

At their 1:30 p.m. briefing session, commissioners will hear a presentation on programs for fighting invasive species and for riparian restoration on the Hoh River.

Among the items on the consent agenda are possible approval of Dec. 5 as the date for a public hearing on the 2017 budget.

Also on the consent agenda are proposals for:

■ $9,170 in lodging tax receipts to the Emerald Towns Alliance.

■ $26,739 in additional funds for consultant services by Shearer Design LLC of Seattle for Salmon Creek bridge construction on West Uncas Road. The contract would increase from $76,241 to $102,980. The state is funding 85 percent. U.S. Fish and Wildlife and local money make up the rest.

Port Townsend city

The Port Townsend Planning Commission will discuss temporary encampments for the homeless and short-term rentals when it meets Thursday.

The meeting will be from 6:30 p.m. to 9:30 p.m. in Port Townsend City Council chambers at historic City Hall, 540 Water St.

No council meeting is scheduled this week.

Commissioners will consider having documents for changes to city code for temporary encampments to be prepared for public hearing.

Under discussion concerning short-term rentals is a three-year pilot program adjusting the code that currently does not allow them for owners who live on the property.

Planners have been asked to make a recommendation to the City Council. No action is expected at this meeting.

Also set this week is a Parks, Recreation and Trees Advisory Board meeting from 4:30 p.m. to 6 p.m. Tuesday in the first-floor conference room, City Hall, 250 Madison St.

Council office hours, during which members of the public can discuss any topic with a member of the City Council, take place from 3 p.m. to 5 p.m. Wednesday in the mayor’s office at historic City Hall, 540 Water St.

Climate Action Committee

The Climate Action Committee will discuss a proposal for developing an energy plan for Jefferson County when it meets Wednesday.

The committee will meet from 3:30 p.m. to 5:30 p.m. in the Pope Marine Building, 100 Madison St., Port Townsend.

The panel also will discuss adaption plans.

Port Townsend schools

The Port Townsend School Board will consider approving a three-year contract with a new superintendent when it meets Monday.

The meeting will begin at 6 p.m. in the Gael Stuart Building, 1610 Blaine St.

The board will consider approving Grant Street School construction.

It will consider student insurance for the 2016-17 school year.

Chimacum schools

The Chimacum School Board will hear a report from the superintendent on maintenance and operations levy planning when it meets Tuesday.

The board will meet at 6 p.m. in the library at the high school, 91 West Valley Road.

It also will hear an update on math curriculum.

Public development ­authority

The Fort Worden Lifelong Learning Center Public Development Authority will discuss a safety and emergency response plan when it meets Wednesday.

The meeting will begin at 9 a.m. at Fort Worden Commons.
