EYE ON JEFFERSON: Port of Port Townsend to consider halibut season

Port of Port Townsend commissioners will consider calling for a longer halibut season when they meet Wednesday.

The meeting will begin at 1 p.m. at the port building, 333 Benedict St.

At 9:30 a.m., the port will host a public workshop at the same location with Brian Kuh, Team Jefferson/Economic Development Corp. director, on Industrial Development District partnership possibilities.

State Fish and Wildlife sets halibut seasons using poundage quotas set by the International Pacific Halibut Commission approved by the Pacific Fishery Management Council, according to the resolution.

If the resolution is approved, the port would join Clallam County, the city of Port Angeles and the Port of Port Angeles in calling on state officials to extend the 2018 season from March through October with an annual limit of six fish per person.

Commissioners also will discuss options for replacing the 75-ton hoist, consider an application for a Community Economic Revitalization Board grant of up to $50,000 for the port’s Quilcene properties and consider corrections to the recently adopted moorage, RV and ramp fees and schedule.

Jefferson County

The three Jefferson County commissioners will open bids for Phases 1 and 2 of a section of the Olympic Discovery Trail in South Discovery Bay when they meet Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend. An executive session to discuss potential litagation is set for 11 a.m.

During the county administrator briefing session at 1:30 p.m., the board will hear an update from the Jefferson County Marine Resources Committee on grants, accomplishments and goals accomplished in 2016 and plans for 2017.

Items on the consent agenda include:

• A notice of a hearing at 10 a.m. March 20 in commissioners’ chambers on funding for the 2017 Community Development Block Grant.

• A joint resolution to clarify the composition and terms of the Climate Action Committee.

• A land use agreement for a project on the South Discovery Bay side of the Olympic Discovery Trail.

• Approval of $122,380 in additional revenue — for a total of $1,127,531 — requested by Jefferson County Public Health for a consolidated contract with the state Department of Health.

• Approval of $700 on behalf of Jefferson County Public Health’s Developmental Disabilities Program to Reynolds Training and Consulting to update and maintain the website www.jcchoices.org.

• An amendment reducing a contract agreement with Discovery Behavioral Healthcare to $155,568.80 for mental health and substance abuse treatment.

• Approval of an interagency agreement between Jefferson County Public Health and the Kitsap Public Health District in the amount of $14,357 to monitor community health needs.

• Approval of an additional $25,990 — for a total of $134,500 — for an interlocal agreement between Jefferson County Public Health and the state Department of Fish and Wildlife in support of the North Pacific Coast Marine Resources Committee.

• An amendment not to exceed $39,700 to extend the services of TCC Digital Media Management in aiding the Jefferson County Tourism Coordinating Council, as well as to increase monthly payments to the contractor from $1,500 to $1,750, for a total of $21,000.

• A memorandum of understanding for $3,840 between Jefferson County Public Health and Olympic Community Action Programs to provide a stipend for participants in the Achieving Community Employment in Transition program.

Port Townsend City Council

The Port Townsend City Council will hold a public hearing and first reading of an ordinance on regulations relating to incidental agricultural use when it meets Monday.

The business meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

The council also will discuss the 2017-18 work plan. Among considerations will be options for provisions of fire services and possible tax implications of those options as well as services and funding for the Port Townsend Library, parks and recreation, and transportation.

It will consider action on changes in the operations provisions of the city code to provide for a clear succession strategy during emergencies.

Other city committee meetings are:

• Historic Preservation Committee — 3 p.m. to 5 p.m. Tuesday, third-floor conference room, City Hall, 250 Madison St.

• Climate Action Committee — 3:30 p.m. to 5:30 p.m. Wednesday, Cotton Building, 607 Water St. The committee will elect a chair and vice chair, discuss goals for 2017 and give updates on recent and upcoming events and activities.

• Planning Commission — 6:30 p.m. to 9:30 p.m. Thursday, City Hall council chambers, 540 Water St., second floor. The panel will discuss the Howard Street sub-area plan and revisions to the Port Townsend municipal code on flood damage prevention.

Jefferson Public Utility District

Jefferson County Public Utility District commissioners will consider action on a low-income program when they meet Tuesday.

Commissioners will meet at 5 p.m. at 230 Chimacum Road in Port Hadlock.

At 3 p.m. Monday, they will host a workshop in the same location on the PUD’s budget and compliance with loan requirements.

On Tuesday, commissioners also will consider approval of a union contract and appointment of new Citizens Advisory Board members. They will discuss a meeting with Bonneville Power Administration officials, a resolution appointing an auditor and a resolution pertaining to non-represented staff.

Jefferson Healthcare

Jefferson Healthcare commissioners plan two special meetings this week.

On Wednesday, commissioners will discuss the Jefferson Healthcare strategic plan with consultants Katie Holmes and Kevin Kennedy. The meeting will be from 10 a.m. to 5 p.m. at the Victor J. Dirksen Conference Room on the first floor of the Emergency and Specialty Services Building, 834 Sheridan St.

No action will be taken.

On Thursday, commissioners will consider the community health improvement plan in a joint meeting with the Jefferson County Public Health board from 3 p.m. to 5 p.m. in the Cotton Building, 607 Water St.

Funding of the plan will be discussed and action may be taken.

Marine resources ­committee

The Jefferson County Marine Resources Committee will focus on the Northwest Watershed Institute’s recent work when its meets Tuesday.

The meeting will be from 6 p.m. to 8 p.m. at the Port of Port Townsend commissioners’ building, 333 Benedict St.

Peter Bahls and Jude Rubin will take about the institute’s work, including nearshore protection and restoration efforts in Dabob Bay, watershed protection work in the Tarboo watershed and the new Youth Environmental Stewards (YES!) educational program.

Chimacum School Board

The Chimacum School Board will consider a combined track-and-field sports agreement with Quilcene High School when it meets in a work study session Wednesday.

The meeting will begin at 6 p.m. in the Chimacum High School library, 91 West Valley Road.

The board also will review test scores and a midyear evaluation. The chair will then give a board self-assessment and goals.
