EYE ON JEFFERSON: Point Hudson jetty work topic at port meeting

Port of Port Townsend commissioners will consider alternative bid schedules for the work on the Point Hudson south jetty and the timeline for considering the Northwest Maritime Center proposal when they meet in a special session at 1 p.m. Tuesday.

The meeting will be at the Port Townsend Yacht Club at 2503 Washington St.

Jake Beattie, director of the Northwest Maritime Center, has written to commissioners expressing concern that repair on the breakwater without wave protection could jeopardize this year’s Wooden Boat Festival, which is planned Sept. 7-9. He urged a fall-only start date or a summer option that includes wave protection for boats in the marina.

Also, the Northwest Maritime Center has proposed that the port allow the center to manage Point Hudson.

PT City Council

The Port Townsend City Council will consider asking Gov. Jay Inslee to appoint a task force to assess environmental impacts of activities planned by the Navy when it meets at 6:30 p.m. Monday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

The draft letter calls the governor’s attention to the fact that the Navy has opened six environmental assessments and environmental impact statements in the Puget Sound Region. Saying it lacks the ability to assess the impact of all the plans, it asks the governor to set up an interagency task force to provide an “independent and unbiased review of how the Navy’s plans impact our region.”

Council members also will consider sending a letter to the Navy asking that all public and private properties within the city be removed from its plans for special operations training.

The council also will consider approving a pre-annexation agreement with East Jefferson Fire Rescue.

It will consider approving the use of eminent domain to acquire property outside city limits that is needed for the Howard Street Regional Stormwater Project.

It will consider a proposed 2018-2020 contract with Teamsters Local 589 representing the police department employees.

The council will hear a presentation on Olympic Community Action Programs Summer Shelter Program, which includes the effect of rent increases on homelessness.

It also will consider authorizing the city manager to execute a sponsorship agreement with Thunderbull Productions for a Fourth of July celebration.

Other city committee meetings, which are in conference rooms at City Hall, 250 Madison St., unless otherwise noted are:

• City Council Ad Hoc Committee on Committees — 10:30 a.m. to 11:45 a.m. Tuesday, council chambers, 540 Water St.

• Civil Service Commission — 3:15 p.m. to 5 p.m. Tuesday, second-floor conference room.

• Town Hall meeting — 6:30 p.m. to 9 p.m. Tuesday, Fort Worden State Park Commons Building 201 at 200 Battery Way, to discuss possible ballot measure asking to annex city into East Jefferson Fire Rescue.

• Planning commission — 6:30 p.m. to 9:30 p.m. Thursday, council chambers, 540 Water St.

County commission

The three Jefferson County commissioners will conduct a hearing on a proposed new Public Records Act Compliance Policy during the meeting that begins at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend. An executive session on potential litigation is set form 11:30 a.m. to noon.

The hearing on the new policy will be at 10:30 a.m.

A hearing on a Community Block Grant application will be at 10 a.m.

Items on the consent agenda include:

• Cancellation of April 2 meeting.

• Awarding the bid for newspaper of record.

• A $81,003 contract with Tetra Tech, Inc., for review of potential cost savings for a sewer in Port Hadlock.

• A $942,367 contract with Nordland Construction NW to replace the culvert at Salmon Creek on West Uncas Road. Construction is funded at 85 percent by the Salmon Recovery Funding Board and 15 percent by a $100,000 National Fish Passage Program grant and the county road fund.

• An additional $22,284 to Jumping Mouse Children’s Center for mental health services for young children. The addition brings the total amount of the contract to $92,409.

Quilcene School Board

The Quilcene School Board will meet at 6 p.m. Wednesday. The board will meet in Room 9 at 294715 U.S. Highway 101.

No agenda was available as of Saturday.

Public Utility District

Jefferson County Public Utility District commissioners will conduct a public hearing on the proposed sale of PUD property when they meet at 5 p.m. Tuesday.

The meeting will be in the Jefferson County Transit building at 63 Four Corners Road.

Commissioners also will discuss an update on water rates, current practice policies, an update on a water/sewer grant, the general manager contract and resolution, a resolution for Kevin Streett and plans for an anniversary celebration and customer appreciation day on April 6.

Jefferson Healthcare

Jefferson Healthcare commissioners will gather with Jefferson County Public Health officials to discuss the community health plan at 3 p.m. Tuesday.

The meeting will be in the Cotton Building, 607 Water St.

They will receive a presentation on Community Health Improvement Plan program staffing, a review of current state and action plan and take public comment.

E. Jefferson Fire-Rescue

East Jefferson Fire-Rescue commissioners are scheduled to meet at 7 p.m. Wednesday.

The meeting will be at Station 1-5, 35 Critter Lane, Port Townsend.

Fire District 3

Clallam County Fire District 3 commissioners will consider a joint resolution with the city of Sequim when it meets at 1 p.m. Tuesday.

Commissioners will meet at 323 N. Fifth Ave., Sequim.

The commission also will consider a service delivery study. The district covers the east side of Clallam County with a small portion in Jefferson County.
