EYE ON JEFFERSON: County’s first biennial budget to be heard

Congressman Kilmer to provide federal update

The three Jefferson County commissioners will conduct a public hearing on the county’s first biennial budget when they meet at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The budget will cover the 2020-21 fiscal years.

As part of the regular agenda, commissioners also will hear an update at 10:30 a.m. from U.S. Rep. Derek Kilmer, D-Gig Harbor, and discuss Jefferson County’s federal priorities and concerns.

Items on the consent agenda include a civil settlement between the county and Adam Michael Kelly concerning forfeiture of Kelly’s possessions.

The Jefferson County Sheriff’s Office will retain seven firearms and two suppressors, and two vehicles will be returned to Kelly.

Neither party will admit liability.

Among more than a dozen charges from the Jefferson County prosecutor’s office, Kelly has been charged with controlled substances homicide, a Class B felony punishable by up to 10 years in prison and/or a $20,000 fine.

The settlement does not have a financial impact to the county and only applies to a civil complaint.

Port Townsend city

The Port Townsend City Council will consider adopting its 2020 budget when it meets at 6:30 p.m. Monday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

Council also will hear a proposed ordinance related to affordable housing that would amend regulations related to the city’s daylight plan, accessory dwelling units, minimum ground floor clear ceiling height and the maximum number of dwelling units allowed in any one structure in the Residential II zoning district, plus thresholds for categorical exemptions from the state Environmental Policy Act (SEPA) review.

Board of Equalization

The Jefferson County Board of Equalization will swear in members of the board when it meets at 10 a.m. Wednesday.

The meeting will be in the first floor conference room at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The board will elect a chair and vice chair and hear an annual update from county Assessor Jeff Chapman, who will provide a certificate of real property, personal property and new construction in the county.

The real property certification is for more than $5.6 billion, while the personal property certification will be nearly $48 million and new construction $55.7 million.

Port Townsend schools

The Port Townsend School Board will have new members take the oath of office when it meets at 5:30 p.m. Thursday.

The meeting will be in the Gael Stuart Building, 1610 Blaine St.

Chimacum schools

The Chimacum School Board will have board training when it meets at 4 p.m. Wednesday.

The meeting will be at Chimacum High School, 91 West Valley Road.

Board members will undergo leadership training with Patty Wood of the Washington State School Directors’ Association.

No action will be taken.

Strait ERN

The meeting of the Strait Ecosystem Recovery Network will be from 9:30 a.m to 2:30 p.m. Friday at the Jamestown S’Klallam Tribe’s Red Cedar Hall in the Community Center, 1033 Old Blyn Highway in Blyn.

The Strait ERN is one of the Puget Sound Partnership’s Local Integrating Organizations working to implement the Action Agenda for Puget Sound protection and recovery.

It includes all of the tribes and local jurisdictions, and most of the non-governmental organizations, educational institutions and key business groups with interest in the Strait Action Area, which extends from Cape Flattery near Neah Bay east to Point Wilson in Port Townsend, said coordinator John Cambalik.

Fire District 3

Clallam County Fire District 3 commissioners will discuss their response and standard operating procedures to motor vehicle collisions when they meet at 1 p.m. Tuesday.

The meeting will be at station headquarters, 323 N. Fifth Ave., Sequim.

The district covers the east side of Clallam County with a small portion in Jefferson County.
