EYE ON JEFFERSON: Hearing set Monday on county six-year transportation improvement plan

The three Jefferson County commissioners will conduct a public hearing on the six-year transportation improvement plan when they meet Monday.

The hearing will begin at 10 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend, and will be preceded by the regular meeting at 9 a.m.

A report to be included in a presentation outlines 29 potential transportation projects including pavement preservation, road alignments and intersection improvements, with a cost attached for each one.

The realignment of South Discovery Road is the most expensive project at $2.1 million, while access preservation for the Hoh Rain Forest is the least expensive at $5,000.

The report also states where the expected funding for each project will originate.

At 10:30 a.m., commissioners will hear an update on the activities of the Fort Worden Lifelong Learning Center Public Development Authority.

At 1:30 p.m., commissioners will be briefed on a proposed increase in the hourly rate for the county Department of Community Development and a proposed increase in the sheriff’s civil fees.

Items on the consent agenda include:

■ Setting a public hearing for 10 a.m. Nov. 23 on a proposed 1 percent increase in the property tax levy for 2016.

■ Approving a sublease agreement for $3,360 for Chimacum office space for meetings and workshops.

■ A $6,180 agreement for community access services and a $33,840 agreement for group-supported employment services, both with Skookum Contract Services of Bremerton.

■ A $19,820 agreement with the Jefferson Land Trust for a conservation easement for property in the Duckabush River floodplain.

Port Townsend city

The Port Townsend City Council will conduct a public hearing on property tax levies for 2016 when it meets Monday.

The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

After the hearing, the council will consider increasing property taxes by 1 percent, increasing the emergency medical services levy by about 3.10 percent and approving a new voter-approved tax levy of 5 cents per 1,000 of assessed property valuation for Mountain View Commons repairs.

The levies will be considered on a first reading. Final approval comes after a second reading.

The council also will consider accepting a community development block grant from the state Department of Commerce for Mountain View complex work. The $414,000 grant is allocated to help low-income residents.

Projected improvements include accessibility and safety upgrades, flooring replacement and the installation of a walk-in freezer.

The council will review the proposed 2016 budget and a budget message from the city manager.

Also on the agenda:

■ Approval of a plat for the Rosecrans Terrace subdivision, which would be made up of 28 single-family homes north of Discovery Road and south of 23rd Street.

■ Acceptance of a donation from the Port Townsend Library Foundation for installation of automatic door openers for the library’s front doors and bathrooms.

■ Report on the city’s water supply.

Council office hours, during which members of the public can discuss any topic with a member of the City Council, take place from 11 a.m. to 1 p.m. Tuesday and from 3 p.m. to 5 p.m. Wednesday and Thursday in the mayor’s office at 540 Water St.

Other city committee meetings, which will be in conference rooms at City Hall, 250 Madison St., unless otherwise specified, are:

■ Historic Preservation Committee — 3 p.m. to 5 p.m. Tuesday, third-floor conference room.

■ Arts Commission — 3 p.m. to 5 p.m. Wednesday, third-floor conference room.

■ HUD Loan Committee — 2 p.m. to 4 p.m., Port Townsend Main Street office, 211 Taylor St., Suite 3.

■ Non-Motorized Transportation Advisory Board — 4:30 p.m. to 6 p.m. Thursday, first-floor conference room.

Public utility district

Jefferson County Public Utility District commissioners will meet at 5 p.m. Tuesday at 250 Chimacum Road, Port Hadlock.

An agenda had not been posted as of Saturday.

Jefferson Healthcare

Jefferson Healthcare commissioners will be briefed on the proposed 2016 budget when they meet Wednesday.

The commissioners will meet at 10 a.m. in the third-floor conference room at 2500 W. Sims Way.
