EYE ON JEFFERSON: County to seek bids for trail work

The three Jefferson County commissioners will issue a call for bids on the Rick Tollefson Memorial Trail Phase 1 project when they meet Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Bids for the project will be accepted until 9:30 a.m. and opened at around 9:45 a.m. May 22 in commissioners’ chambers at the courthouse.

Other items on the consent agenda include:

• A resolution amending the Gardiner Community Center guidelines for operation.

• A revised user agreement for the Jefferson County Department of Emergency Management’s use of WebEOC software, which is designed to bring real-time crisis information management to the Jefferson department’s Emergency Operations Center.

During the commissioners’ regular agenda at 9:45 a.m., the board will consider action on a settlement agreement related to public records requests Michael Belenski made in 2010 and 2011 for the county’s internet access logs. The settlement allows the county to make enhancements to promote transparency and improve public access to public records.

Also, commissioners will open bids for the Teal Lake Road overlay project, as well as hear an update on the Shoreline Master Program and geoduck farming in Squamish Harbor.

The board will go into executive session to discuss potential litigation.

During the county administrator briefing session at 1:30 p.m., commissioners will hear an update on the Critical Areas Ordinance.

Also meeting this week will be the Civil Service Commission at 2 p.m. Tuesday at the courthouse.

Port Townsend City Council

The Port Townsend City Council will discuss a resolution related to affordable housing at the city’s Cherry Street properties this Monday.

The special business meeting will take place at 6:30 p.m. in council chambers at historic City Hall, 250 Madison St.

The Olympic Housing Trust is in negotiations with a property owner in Canada to acquire a four-plex building that could be placed on Cherry Street property. A tentative agreement is to move the building to Port Townsend from Victoria in mid-May. The trust has asked the city to provide a loan while securing funding.

Council office hours, during which members of the public can discuss any topic with a member of the city council, take place from 2:30 p.m. to 4:30 p.m. Wednesday in the mayor’s office at historic City Hall, 540 Water St.

Other city committee meetings, which are in conference rooms at City Hall, 250 Madison St., unless otherwise noted, are:

 Parks, Recreation and Tree Advisory Board — 4:30 p.m. to 6 p.m. Tuesday, first-floor conference room.

 Council Finance and Budget Committee — 3 p.m. to 5 p.m. Tuesday, third-floor conference room. The committee will discuss March financials and the 2017 supplemental budget.

 Historic Preservation Committee — 3 p.m. to 5 p.m. Wednesday, third-floor conference room. This will be a special meeting.

The planning commission meeting originally scheduled for Thursday has been canceled.

Port Townsend schools

The Port Townsend School Board will consider approving meal prices for the 2017-18 school year when it meets Monday.

The meeting will begin at 6 p.m. in the Gael Stuart Building, 1610 Blaine St.

Items on the agenda include policies on nondiscrimination; catheterization; prevention of child abuse, neglect and exploitation; and student fundraising, as well as a resolution on Safe Schools for All Students.

The board also will hear reports on a proposal to state legislators for a bottle bill, the Northwest Earth and Space Sciences Pipeline and an annual review on policies related to transporting students who live within walking distance and sexual harassment.

Port of Port Townsend

Port of Port Townsend commissioners will hold a second reading on yard rates when they meet in regular sessionWednesday.

The regular session will begin at 5:30 p.m. in chambers, 333 Benedict St.

The port also will consider a state Department of Transportation aid grant authorizing a resolution.

Chimacum School Board

The Chimacum School Board will consider personnel action and funds when it meets Wednesday.

The regular session will begin at 6 p.m. in the Chimacum High School library, 91 West Valley Road.

Also on the consent agenda are recognition of May 8-12 as Teacher Appreciation Week, Knowledge Bowl and Toshiba Academic Competition entrants, donation acceptance and policy reviews.

Development authority board

The Fort Worden Public Development Authority board will hear quarterly reports on food and beverage, guest services, reservations and facilities when it meets Wednesday.

The meeting will start at 9 a.m. at the chapel of Building 24 at Fort Worden, 200 Battery Way.

The board also will hear staff reports on a Washington state capital budget update, capital investments/feasibility studies, Point Wilson Lighthouse property, 2016 annual filing and staffing updates.

The board will make a motion to hold executive session to review personnel issues and lease terms and conditions.

After adjournment, the board will give a public welcome tour of Building 4.
