EYE ON JEFFERSON: County to hear input on no-shooting-area proposal

The three Jefferson County commissioners will host a public hearing to gather input on two ordinances to amend a no-shooting measure for an area around Chimacum Creek at 10 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The two proposed measures would amend a no-shooting ordinance that has been in place around lower stretches of Chimacum Creek since 2008 by adding more specific boundaries that would be more easily enforced and specifying that shooting into a no-shooting area from outside it is prohibited.

During the commissioners’ regular meeting, which will begin at 9 a.m., the board will consider:

• A notice for a hearing at 10 a.m. Monday, Nov. 20, on setting 2018 ad valorem tax levies.

• A notice for a hearing at 10:45 a.m. Monday, Nov. 20, on a proposed emergency alarm system ordinance.

• A resolution on finding and determining certain personal property valued as less than $2,500 as surplus and authorizing its disposal.

• An agreement to accept an $18,000 emergency management grant to support staffing of the Jefferson County Emergency Management Department and emergency operations center.

• A memorandum of understanding between the county, local health jurisdiction, the Department of Health and the Department of Ecology to offer loan assistance to citizens for on-site sewage systems.

• The purchase of a used semi-tractor from Snohomish County for $50,000 plus tax.

• An electronic signature agreement with the Department of Ecology on basic monitoring reports related to the operation of the county’s gravel pits.

• Awarding a $231,821.20 contract for the supply and installation of a pedestal-mounted transfer-station crane to Crane Equipment Mfg. Corp.

• A $27,000 professional services agreement with the Hood Canal Coordinating Council.

• An amendment to a project agreement between with the Jefferson County Environmental Public Health and Jefferson Land Trust on the Conservation Futures Snow Creek watershed acquisitions project.

• A change order with Interwest Construction Inc. in the amount of $7,402.98 and an additional six working days on the Olympic Discovery Trail project in South Discovery Bay.

• The resignation of Steve Durupt from the Gardiner Community Center Advisory Board.

• The appointment of Mark Nebel to the Gardiner Community Center Advisory Board.

The board will meet in closed/executive session from 10:30 a.m. to 11:45 a.m. and from 3 p.m. to 4 p.m. with a combination of county officials to discuss a strategy or position for collective bargaining, potential litigation and actual litigation, the latter involving discussion and possible action on a settlement agreement with Galen Brake to resolve a dangerous dog case.

During the county administrator briefing session at 1:30 p.m., commissioners will hear a presentation on authorization and concurrence for the acquisition of the Marie property on the Big Quilcene floodplain, as well as a policy feedback update on the housing element of the Comprehensive Plan.

At 3 p.m. Thursday, the Clean Water District Advisory Council will meet in the Pacific Room at Jefferson County Public Health, 615 Sheridan St., Port Townsend.

On Friday, the courthouse will be closed in observance of Veterans Day, which is Saturday.

Port Townsend City Council

The Port Townsend City Council will consider approving on first reading an ordinance fixing and adopting property tax levies when it meets at 6:30 p.m. Monday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

The Revised Code of Washington required the city to levy general property tax collection in a public hearing for the upcoming fiscal year.

The city’s manager proposed budget incorporates a 1 percent general fund levy, a 4.90 percent EMS levy increase and a voter-approved tax levy for Mountain View Commons capital improvements of $0.10050 per $1,000 of assess property value.

Other items on the agenda include:

• A resolution authorizing the city manager to enter into an agreement with Kitsap Bank for banking services.

• An ordinance adopting 2017 supplemental budget appropriations.

• An ordinance adopting the 2018-23 Capital Improvement Plan.

• A preliminary budget for the city of Port Townsend for the fiscal year ending Dec. 31, 2018. There will be no action taken, only discussion.

• An ordinance extending the maturity date of the city’s limited tax general obligation bond anticipation note.

• An ordinance related to business licensing and taxation that would amend business licensing and regulations, add exemptions to filing and paying business and occupation taxes, and amend chapters of the municipal code.

• An ordinance extending the cable television franchise held by WaveDivision I LLC.

• An ordinance that would adopt state ethics requirements and amend the municipal code.

• A resolution amending the personnel policy manual in its entirety to comply with current laws, rules, regulations and practices.

Other city committee meetings are:

• Port Townsend Planning Commission — 6:30 p.m. Thursday, City Council chambers at historic City Hall, 540 Water St.

• Historic Preservation Committee — 3 p.m. Tuesday, third-floor conference room, City Hall, 250 Madison St.

City offices will be closed Friday in observance of Veterans Day.

Port of Port Townsend

Port of Port Townsend commissioners will host a public hearing on the 2018 operating and capital budget when they meet in regular session/a workshop Wednesday.

The regular session will begin at 1 p.m. in chambers, 333 Benedict St. It will be preceded by a public workshop at 9:30 a.m. on market comparisons for the boatyard.

The port will go into executive session to discuss acceptable value for a lease and potential litigation.

Chimacum School Board

The Chimacum School Board will review policies when it meets at 6 p.m. Wednesday.

The meeting will be at Chimacum High School, 91 West Valley Road.

Quilcene School Board

The Quilcene School Board will meet at 6 p.m. Wednesday.

The board will meet in Room 9 at 294715 U.S. Highway 101.

An agenda was not available as of Saturday.

Jefferson PUD

Jefferson County Public Utility District commissioners will hear resolutions on a budget tax levy and emergency declaration when they meet at 5 p.m. Tuesday.

The meeting will be at 230 Chimacum Road, Port Hadlock.

PUD commissioners also will consider an advanced metering infrastructure project; lot purchase of 210 Four Corners Road; a radio interlocal agreement with Mason County PUD to “piggyback” onto its procurement of a network software product; options from recruiter Mycoff, Fry & Prouse LLC as well as a recruitment timeline on the general manager search; and a discussion on facilities.

Beginning at 10 a.m. Monday, the PUD board will host a special meeting to discuss the timing, costs and other concerns of a 2016 audit from the state Auditor’s Office. The meeting will take place at 310 Four Corners Road, Port Townsend.

PUD offices will be closed Friday in honor of Veterans Day.

Fire District 3

Clallam County Fire District 3 commissioners will host a public hearing on the 2018 budget Tuesday.

The meeting will be held at 323 N. Fifth Ave., Sequim.

Also on the agenda are bills related to a service delivery study, draft commissioner compensation policy, Washington Fire Commissioners Association Health Care employer application, future revenue and levy plan, human resources and training services contract, volunteer/training coordinator recommendation, termination of an interlocal agreement with the Port Angeles Fire Department, a Liz Loomis contract and adopting a resolution on the district budget.

The fire district will hold an executive session before adjourning.

The district covers the east side of Clallam County with a small portion in Jefferson County.

Marine resources

The Jefferson County Marine Resources Committee will meet from 6 p.m. to 8 p.m. Tuesday at the Port of Port Townsend building, 333 Benedict St., Port Townsend.

Emily Bishop will report on studies by the Port Gamble S’Klallam Tribe on juvenile salmon in the Hood Canal and Admiralty Inlet congregating in highest densities in shallow productive bays.

Brinnon parks district

Brinnon Parks and Recreation commissioners will meet at 6:30 p.m. Wednesday at the Brinnon Community Center, 306144 U.S. Highway 101.
