EYE ON JEFFERSON: County to continue moratorium deliberations

The three Jefferson County commissioners will continue deliberations and perhaps take action on the moratorium on commercial shooting facilities when they meet at 9 a.m. Tuesday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Deliberation on the moratorium will follow a 10 a.m. bid opening for the Salmon Creek Bridge on West Uncas Road.

Executive sessions are planned from 11:10 a.m. to noon on collective bargaining and potential litigation.

Items on the consent agenda include:

• Agreements concerning public health.

• An agreement with Morgan Mechanical, Inc., for moderate risk waste facility ventilation improvements.

• A proposed data sharing, non-disclosure and use agreement with the Washington State Military Department.

Port Townsend City Council

The Port Townsend City Council will discuss recommendations from an ad hoc committee on housing when it meets at 6:30 p.m. Tuesday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

City offices will be closed Monday for the Presidents Day holiday.

The housing panel asked the council to have the city planning commission review possible changes to the accessory dwelling unit regulations and asked staff to present the council with options for rental property regulations. It also referred the multi-family tax exemption program to the council and asked that the council reinstate the Housing Action Plan Network with an invitation to Jefferson County.

The council also will consider approving the Jefferson Street sidewalk project and authorizing the city manager to call for bids on the project estimated at $608,000.

Council members will consider approving the extension of the city manager’s employment agreement through June 30, 2019.

Other city committee meetings, which are in conference rooms at City Hall, 250 Madison St., unless otherwise noted are:

• Civil Service Commission — 3:15 p.m. Wednesday, second-floor conference room.

• Port Townsend Planning Commission — 6:30 p.m. Thursday, City Council chambers at 540 Water St.

Quilcene School Board

The Quilcene School Board will consider high school graduation requirements when it meets at 6 p.m. Wednesday.

The board will meet in Room 9 at 294715 U.S. Highway 101. A work study session is planned at 5 p.m., an executive session to discus a collective bargaining agreement with Quilcene Educational Association.

Board members also will discuss rain garden planning, foods committee report, garden committee report, community boat project, school-based health clinic, conflict of interest policy and other matters.

Jefferson Transit

Jefferson Transit board members will hold elections when they meet at 1:30 p.m. Tuesday.

The board will meet at the transit facility at 63 Four Corners Road.

Commissioners also will consider Title VI, the drug and alcohol policy, the supplemental capital budget, an amendment for the reserve fund policy and discuss memorial policy.

Jefferson PUD

Jefferson County Public Utility District commissioners will consider purchasing 210 Four Corners Road when they meet at 5 p.m. Tuesday.

The meeting will be at the Jefferson Transit Authority, 63 Four Corners Road.

Commissioners approved the purchase on Feb. 6 and officials signed a purchase and sale agreement Wednesday. The property is appraised at $55,000.

Commissioners also will hear an update on work done by TCF Architecture on a scoping document for new facilities at 310 Four Corners Road.

Public Development

The Fort Worden Public Development Authority executive committee board will consider amendments of the master lease with State Parks when it meets at 9 a.m. Tuesday.

The meeting will be at Commons A at Fort Worden, 200 Battery Way.

It also will consider a credit line increase and review the employee handbook.

Fire District No. 3

Clallam County Fire District No. 3 commissioners will consider a service delivery study when they meet at 1 p.m. Tuesday.

The meeting will be at 323 N. Fifth Ave., Sequim. It will be preceded by a special meeting to review the proposed commissioners handbook. Commissioners also will consider 2017 wildland billing report and standard operating procedure for hearing loss prevention, inventory control and hazard communication.

The district covers the east side of Clallam County with a small portion in Jefferson County.

Strait ERN

The Strait Ecosystem Recovery Network will hear a presentation on the 2017 Cypress Island Atlantic salmon net pen failure and possible have a panel discussion on Atlantic salmon net pen Aquaculture when it meets from 9:30 a.m. to 2:30 p.m. Friday.

The Strait ERN will conduct its quarterly meeting at the Jamestown S’Klallam Tribe’s Red Cedar Hall in the Community Center on Old Blyn Highway in Blyn.

The Strait ERN is one of the Puget Sound Partnership’s Local Integrating Organizations working to implement the Action Agenda for Puget Sound protection and recovery.

It includes all of the tribes and local jurisdictions, and most of the non-governmental organizations, educational institutions and key business groups with interest in the Strait Action Area, which extends from Cape Flattery near Neah Bay east to Point Wilson in Port Townsend, said coordinator John Cambalik.

February’s meeting of the East Jefferson Fire-Rescue commissioners has been moved from Feb. 21 to Feb. 22.

The meeting will be at Station 1-5, 35 Critter Lane, Port Townsend.
