EYE ON JEFFERSON: County to consider housing facility action

The three Jefferson County commissioners will consider a letter of intent to sell or lease land to Olympic Community Action Programs for affordable housing when they meet at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The letter of intent is the first step in a long process to build a 44-unit housing facility in Port Townsend.

The facility would be on Castle Hill near the county Community Development Department southeast of the intersection of Seventh and Hendricks streets.

Commissioners also will consider two agreements for the Rhododendron Festival carnival.

Commissioners will extend permission to use Memorial Field for one more year, with HJ Carroll Field as a backup in the advent of wet weather and deteriorating field conditions. Last year was originally set as the deadline for using the field but the organizers did not find an alternative. The other agreement holds Funtastic Shows liable for up to $10,000 worth of damage to the field.

The Rhody Festival Association will pay $2,200 in facility fees for the carnival.

Items on the consent agenda include:

• Call for a special election on Aug. 6 to expand the board of commissioners for the east Jefferson Fire Rescue from three to five.

• A change order for Castle Hill parking lot improvements.

• Appraisal services for the Big Quilcene River Floodplain Restoration and Salmon Recovery project.

• Memorandum of understanding for noxious weed control in county right of ways.

Port Townsend city

The Port Townsend City Council will consider allocating additional money to the Mountain View improvement project when it meets at 6:30 p.m. Monday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

The additional $40,000 is requested because of unforeseen expenses such as mitigation and removal of lead paint on the exterior of the buildings and fire detection system enhancements needed to bring the system up to code.

The council also will conduct a public hearing on a move to declare a 19.72-acre parcel between Four Corners Road and Anderson Lake Road surplus. The property had been purchased as a potential water treatment site but was not put to use. It’s primary value now is as forestland.

The council also will consider sale of a limited tax general obligation bond anticipation note not to exceed $1.5 million to repay a line of credit and finance capital improvements.

Also on the agenda are a flood insurance study for Jefferson County and Incorporated Ares, vacation of a portion of the 30th Street right of way between Holcomb and Gise streets and 2019 supplemental budget appropriations.

Port of Port Townsend

Port of Port Townsend commissioners will consider a stormwater rate increase when they meet in regular session at 1 p.m. Wednesday.

The meeting will be in chambers, 333 Benedict St. It will be preceded by a public workshop at 9:30 a.m. at which Commissioner Bill Putney will provide an update on broadband.

The increase in stormwater rates for tenants will be between $3.32 and $16.47 per month depending upon square footage. The average increase will be about $7.17 per month.

Also at the regular meeting, commissioners will consider a resolution on climate mitigation and adaption.

They will weigh public utility district transformer easements in the boat yard and consider a lease with Bottoms Up Marine Services LLC.

Chimacum schools

The Chimacum School Board will consider naming of schools in the grade level reconfiguration when it meets at 6 p.m. Wednesday.

The meeting will be at Chimacum High School, 91 West Valley Road.

The board also will consider hiring a facilitator to work on a new mission and vision statement.

Public Utility District

Jefferson County Public Utility District commissioners will consider awarding funds for several projects when they meet at 5 p.m. Tuesday.

The meeting will be at 63 Four Corners Road.

Commissioners will consider a purchase agreement for a triple-wide modular unit from Design Space Modular transitional housing during the upcoming remodel, distribution and substation transformers contracts and visitor center conduit work.

Fire District 3

Clallam County Fire District 3 commissioners will consider the EMS levy renewal calendar when they meet at 1 p.m. Tuesday.

Commissioners meet at 323 N. Fifth Ave., Sequim.

The also will consider the Washington Surveying and Rating Bureau rating, overtime, response during adverse weather, an agreement with Distinct 1 on vehicle maintenance, and employee agreements.

The district covers the east side of Clallam County with a small portion in Jefferson County.
