The three Jefferson County commissioners will consider a $66,667 agency agreement with the state Department of Ecology for the Lake Anderson Management Plan when they meet at 9 a.m. Monday.
The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.
Commissioners took the item off the consent agenda last Monday because of concerns about financing a required $16,666 match. Ecology would fund the grant at 75 percent, totaling $50,000.
The grant would fund a study of the origin of toxic blooms in the lake near Chimacum. Anderson Lake has produced some of the highest concentrations of the neurotoxin anatoxin-a in the world.
Items on the consent agenda include:
• A notice setting a public hearing date and publishing a hearing notice on a request for a change of scope of work for the Snow Creek watershed acquisitions Conservation Futures project. The hearing is tentatively scheduled for 11 a.m. Monday, Oct. 16.
• A resolution adding the Snow Creek Road culvert replacement to the officially adopted annual road program.
• A 2018-19 consolidated contract with Jefferson County Juvenile Services and the state Department of Social and Health Services that supports supervision for moderate/high-risk offenders, various programs and training.
• A consolidated contract between Jefferson County Public Health and the state Department of Health on emergency preparedness and response, communicable disease and support capabilities, and a nutrition program.
On the regular agenda is a proclamation proclaiming the week of Oct. 2 as Mental Illness Awareness Week, after which will be an executive session with the county administrator, community development director and chief civil deputy prosecuting attorney regarding potential litigation.
Jefferson County Extension Service will provide an update during the county administrator briefing session at 1:30 p.m.
Port Townsend City Council
The Port Townsend City Council will consider approving an ordinance related to the public health, safety and welfare of owners of publicly owned property when it meets at 6:30 p.m. Monday.
The meeting will be in council chambers at historic City Hall, 540 Water St.
The ordinance would enact a policy for excluding those whose behavior is unreasonably disruptive, an agenda memo says.
The city enacted similar provisions related to parks, but last year, staff identified a need to expand these provisions to other city facilities such as the library and City Hall.
Ordinance approval also would adopt a process for excluding individuals whose behavior is unreasonably disruptive, establish an appeal process to protect excluded individuals’ rights and amend the municipal code.
Other items on the agenda include:
• A public hearing on a street vacation application for the Howard Street right of way lying between unopened Ninth and Tenth streets.
• A resolution accepting a donation of real property from Morgan Tjemsland for right of way.
• Current revenue estimates for the 2018 budget. No action is proposed.

Port Townsend schools
The Port Townsend School Board will conduct a work study session at 5:30 p.m. Thursday.
The meeting will be in the library at Port Townsend High School, 1500 Van Ness St.

Port of Port Townsend
Port of Port Townsend commissioners will hear an update from the executive director when they meet at 7:30 a.m. Monday.
The meeting will be in chambers, 333 Benedict St. There will be no decisions or public comment.
Jefferson PUD
Jefferson County Public Utility District commissioners plan to begin a public budget hearing when they meet at 5 p.m. Monday.
The hearing, which will be considered to be adjourned until Oct. 17, will be at Jefferson Transit Authority, 63 Four Corners Road, after which the PUD’s regular meeting will follow.
On the agenda will be resolutions regarding compensation, declaring Tamy Lehmann as auditor, increasing the regular levy vs. the district’s prior levy amount, preparing a budget for 2018 and adopting the limit factor for a 2018 property tax.
On the action agenda are memorandums of understanding, approval of vehicles, an update on Union Bank and a waiver of moving costs.
Jefferson Healthcare
Jefferson Healthcare commissioners will review governance best practices and the Jefferson Healthcare board evaluation process when they meet in a board retreat from 9 a.m. to 4 p.m. Wednesday.
The board will meet in the Victor J. Dirksen Conference Room on the first floor of 834 Sheridan St.
The retreat will occur in place of the regular session, which has been canceled.
Jefferson County Conservation District
The Jefferson County Conservation District will mull project scope and fee agreement for archaeological monitoring when it meets at 3:30 p.m. Wednesday.
The meeting will be at the district office at 205 W. Patison St., Port Hadlock.
Also on the agenda are policy updates, a Washington State Conservation Commission conservation accountability and performance program, a Financial Consulting Services Group draft agreement, a Jefferson County Public Works agreement, a Critical Areas Ordinance update, conservation district office lease, an interlocal agreement with the Whatcom Conservation District, a livestock addendum, a Strait Priority Areas project amendment and the 2018 election/appointment process.
Fire District 3
Clallam County Fire District 3 commissioners will consider a volunteer/training coordinator position when they meet at 1 p.m. Tuesday.
The commissioners will meet at 323 N. Fifth Ave., Sequim.
Also on the agenda are a draft commissioner compensation policy and draft commissioner handbook, after which the board will go into executive session.
The district covers the east side of Clallam County with a small portion in Jefferson County.
Jefferson County Marine Resources Committee
The Jefferson County Marine Resources Committee will meet from 6 p.m. to 8 p.m. Tuesday at the Port of Port Townsend building, 333 Benedict St., Port Townsend.
