EYE ON JEFFERSON: County considers mediation with D’Amico

The three Jefferson County commissioners will consider mediation to resolve a dispute with Joe D’Amico and the Fort Discovery Corp., when they meet at 9 a.m. Tuesday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The dispute resulted from the passage of a year-long moratorium on applications for modifying existing or establishing new commercial shooting facilities and the effect of the ordinance on D’Amico’s business plans for property located near Tarboo Lake.

Mediation would be done by JAMS of Seattle. Costs would be shared 50-50 by the county and D’Amico, a staff memo said.

The county prosecuting attorney’s office has recommended mediation.

At 9:45 a.m., county commissioners and the county panning commission will review the draft development agreement for the Pleasant Harbor Master Planned Resort near Brinnon.

Commissioners are not being asked to take action on the plan. Staff recommends that, if the commissioners set a public hearing date and public comment period, that the period be longer than usual to allow ample time for public review of documents and for comment.

At 1:30 p.m. will be the county administrator briefing session.

On the consent agenda is an agreement with Oak Bay camp hosts.

Port Townsend City Council

The Port Townsend City Council will consider $557,338 in lodging tax advisory committee recommendations when it meets at 6:30 p.m. Tuesday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

Recommendations of funds to go to the City of Port Townsend are $158,500 for marketing and promotion services, $12,838 for the general fund administrative service, $20,000 for lodging and arts studies, $10,000 for special events facilities rental and $125,000 for city debt service on tourism infrastructure.

Also recommended are $176,000 to the Jefferson County Chamber of Commerce for the visitor center; $20,000 to Port Townsend Main Street for its winter marketing campaign; $25,000 for the Fort Worden Public Development Authority’s tourism infrastructure; and $10,000 to the Northwest Maritime Center for facilities rental and Wooden Boat Festival Point Hudson fees.

The council also will conduct a public hearing on proposed amendments of the comprehensive plan and development regulations amendment process.

It will consider adopting a collection development and management policy for the Port Townsend Public Library, adopt a classification schedule for represented employees and consider council committee assignments.

Housing Committee

The Port Townsend City Council Ad Hoc Committee on Housing will review the Housing Action Plan and consider recommendations for the city and county when it meets at 3 p.m. Thursday.

The panel will meet in council chambers at 540 Water St.

The committee also will consider rental property regulations, tiny houses and possible code amendments.

Port Townsend schools

The Port Townsend School Board will consider renewal of the superintendent’s contract when it meets at 5:30 p.m. Thursday.

The meeting will be in the Gael Stuart Building, 1610 Blaine St.

PUD commissioners

Jefferson County Public Utility District commissioners will hear an update on the search for a new general manager when they meet at 5 p.m. Tuesday.

The meeting will be at the Jefferson Transit office at 63 Four Corners Road.

Candidates will be narrowed to four to six finalists who will be reviewed next week. A final selection is expected in March or April.

The will discuss short-term goals and the opt-out program.

Jefferson Healthcare

Jefferson Healthcare commissioners will elect officers when they meet at 2 p.m. Wednesday.

The special session will be in the Victor J. Dirksen Conference Room on the first floor of 834 Sheridan St.

Commissioners also will introduce committee assignments, discuss medical staff credentialing, discuss meeting evaluation and discussion period, review and discuss 2018 board calendar, and finalize advocacy agenda. Action may be taken.

Board of Health

The Jefferson County Board of Health will meet at 2:30 p.m. Thursday.

The meeting will be in the Pacific Room at the Jefferson County Public Health Building at 615 Sheridan St., in Port Townsend.

East Jefferson Fire-Rescue

East Jefferson Fire-Rescue commissioners routinely meet on the third Wednesday of each month at 7 p.m.

Meetings are at Station 1-5, 35 Critter Lane, Port Townsend.

The Fort Worden Public Development Authority Executive Committee will consider a Makers Square project timeline when it meets at 9 a.m. Tuesday.

The meeting will be in Seminar Building 297 at Fort Worden, 200 Battery Way.

The panel also will consider lease and contract amendments.

Fire District 3

Clallam County Fire District 3 commissioners will consider a service delivery study when they meet at 1 p.m. Tuesday.

Commissioners will meet at 323 N. Fifth Ave., in Sequim. A workshop to review and edit a proposed draft commissioners handbook is set for 11:30 a.m. the same day and place.

At the regular meeting, the panel will consider standard operating procedure for close call and hazard reporting, reporting workplace safety incidents and analyzing workplace safety incidents.

The district covers the east side of Clallam County with a small portion in Jefferson County.
