The three Jefferson County commissioners will consider executing a $180,829.91 construction contract with low bidder Robert Coultas Construction of Poulsbo for Quilcene drop box site improvements when they meet at 9 a.m. Tuesday.
The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.
Other items on the consent agenda include:
• An agreement for $14,420 with Jefferson County Juvenile Services for the Family and Juvenile Court Improvement Plan.
• A $1,200 lease agreement with Wade and Lisa Johnston, owners of Johnston Real Estate Building in Quilcene, for a 4-H after-school/community boat project.
• A $29,998 agreement for receipt of Becca funding to Jefferson County Juvenile Services to support services regarding truancy, at-risk youths and children in need.
• A $41,530 agreement for receipt of GAL (guardian ad litem) funding to Juvenile Court services.
• A $500 contract agreement with Public Health of King County for Breast Cervical & Colon Health Program services.
• A $7,128.85 agreement between Jefferson County Public Health and the Chimacum School District for Human Growth and Development HIV/AIDS education.
• A provider participation agreement with Health Net Federal Services LLC to allow Jefferson County Public Health to bill and collect for clinic services provided to clients who are insured by Health Net.
• A $169,348.83 interagency agreement with the state Department of Ecology for local source control to continue efforts to eliminate the risk associated with hazardous wastes.
During the county administrator briefing session at 1:30 p.m., commissioners will discuss miscellaneous items, calendar coordination and future agenda items.
The courthouse will be closed Monday for the Labor Day holiday.
Port Townsend City Council
The Port Townsend City Council will conduct a public hearing on an ordinance related to land use regulations in the vicinity of Sixth and 10th streets and Howard Street and Discovery Way when it meets at 6:30 p.m. Tuesday.
The meeting will be in council chambers at historic City Hall, 540 Water St.
The ordinance would re-adopt interim land use rules for the area, which falls within the boundary of the proposed Howard Street/Upper Sims Way subarea plan, and allow the city to preserve the status quo while new plans or regulations are considered.
It also allows interim regulations to be adopted immediately, if a subsequent public hearing is held within 60 days of interim rules adoption.
The council is expected to take no action.
Council members also will conduct a public hearing on a resolution relating to charging fees for public records consistent with applicable state laws. The council may take action.
Other items on the agenda are:
• An ordinance related to public records and amending the city municipal code.
• Designation of city rights of way and re-designating parts of the Howard Street right of way as Rainier Street.
• An update on the Water Street enhancement project. No action will be taken.
The wastewater treatment plan with an outstanding performance award.
City offices will be closed Monday for the Labor Day holiday.

• Historic Preservation Committee — 3 p.m. to 5 p.m. Tuesday, third-floor conference room. The metal roof on two secondary historic residences and rehabilitation of a secondary historic residence, with an initial request for removal of nonhistoric additions, will be on the agenda. Also considered will be new aboveground electrical equipment on the north side of Water Street, west of the “Subway” building, and the west downtown streetscape.
• Non-Motorized Transportation Advisory Board — 4:30 p.m. to 6 p.m. Thursday, first-floor conference room.
• Finance and Budget Committee special meeting — 3 p.m. to 5 p.m. Tuesday, second-floor council chambers, City Hall, 540 Water St.
• Arts Commission — 3 p.m. to 5 p.m. Wednesday, first-floor conference room.
Jefferson Transit
The Jefferson Transit Authority Board will consider a proposed drug and alcohol policy revision when it meets at 1:30 p.m. Wednesday.
The special meeting will be at 63 4 Corners Road.
Board members also will consider requesting a review by the state Health Care Authority to participate in the state insurance plans for Transit employees.
Port Townsend schools
The Port Townsend School Board plans a work-study session at 5:30 p.m. Thursday.
The meeting will be in Room S-11 at 1610 Blaine St.
An agenda was not available as of Saturday.
Jefferson County Public Health
Jefferson County Public Health will host a public open house for residents of the areas surrounding Discovery Bay and the Northern Quimper Peninsula at 6 p.m. Wednesday.
The open house at the Gardiner Community Center, 980 Old Gardiner Road, Gardiner, will feature information about the Strait Priority Areas Water Quality Project to be conducted in the area and about low-cost loan and grant programs to aid in septic system repairs.

Port of Port Townsend
Port of Port Townsend commissioners will consider stormwater response contract authorization when they meet at 9 a.m. Thursday.
The special session will be in chambers, 333 Benedict St.
Jefferson PUD
Jefferson County Public Utility District commissioners will consider applying for National Rural Electric Cooperative Association membership when they meet at 5 p.m. Tuesday.
The meeting will be at 230 Chimacum Road, Port Hadlock.
Other items on the agenda include a language access plan with Rural Utilities Service compliance, initiation of LUD procedures for Brinnon Sewer and Shine Plat Water and PUD policy on write-off of bad debt.
Action items requiring board discussion include options for PUD purchase of the Union Building, metering opt-out options policy, the 2018 draft budget and a resolution regarding removal of the district manager and recruitment process.
The board may go into executive session before adjourning.
Jefferson Healthcare
Jefferson Healthcare commissioners will hear an update on the Washington State Hospital Association when they meet at 3:30 p.m. Wednesday.
Commissioners will meet in the Jefferson Healthcare Conference Room, Suite 302, on the third floor at 2500 W. Sims Way.
Also on the agenda is the 2017-20 strategic plan and medical staff credentials/appointments/reappointments.
Marine Resources Committee
Guest speakers will talk about storm surge monitoring through citizen science efforts when the Jefferson County Marine Resources Committee meets at 6 p.m. Tuesday.
The group will meet in the port commission building, 333 Benedict St., Port Townsend.
