EYE ON JEFFERSON: County commissoners to urge replacement option for Elwha River bridge

The three Jefferson County commissioners will consider a letter to the state Department of Transportation advocating a replacement option for the Elwha River bridge on U.S. Highway 101 in Clallam County when they meet Tuesday.

Commissioners will meet at 9 a.m. in commissioners’ chambers at Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The letter to Transportation will be on consent agenda. It urges the state to choose Option 7 — one advocated by Clallam County commissioners, Forks City Council and Port of Port Angeles commissioners.

This option would place a new bridge north of the existing span and build new approaches.

Commissioners will consider at 10:15 a.m. adopting the 2016 solid waste management plan.

At 10 a.m., they will open bids for a year’s supply of liquid asphalt products for bituminous surface treatment.

Other consent agenda items are:

• Declaration of property as surplus.

• Agreement between Jefferson County Public Health and the Washington State Healthcare authority for Medicaid administrative claiming.

• Agreement between the county public health department and the Port Gamble S’Klallam Tribe.

• Agreement to allow the Kitsap Public Health District to continue participation in the evidence-based Nurse Family Partnership under the umbrella of Jefferson County Public Health.

Port Townsend city

The Port Townsend City Council will consider approving a water and sewer rate study and excise tax review when it meets Tuesday.

The council will meet at 6:30 p.m. in council chambers at historic City Hall, 540 Water St. City offices will be closed Monday.

The council will consider authorizing the city manager to execute an agreement with FCS Group of Redmond for a rate study and tax review for $46,870.

It also will consider approval of the Complete Streets Work Plan and authorize the city manager to accept a grant if it is awarded

The council will consider a joint letter of recognition with Jefferson County recognizing the Port Townsend Paper Company for reducing greenhouse gases.

Other city committee meetings, which are in conference rooms in City Hall at 250 Madison St., are:

• Historic Preservation Committee — 3 p.m. to 5 p.m. Tuesday, third-floor conference room.

• Arts Commission — 3 p.m. to 5 p.m. Wednesday, first-floor conference room.

• Non-motorized Transportation Advisory Board — 4:30 p.m. to 6 p.m. Thursday, first-floor conference room.

Jefferson Healthcare

Jefferson Healthcare hospital commissioners will elect officers when they meet Wednesday.

Commissioners will meet at 3:30 p.m. in the first-floor conference room at 834 Sheridan St.

They also will hear a presentation from Rick Thompson, superintendent of Chimacum School District.

Port of Port Townsend

Port of Port Townsend commissioners will conduct a retreat and a special meeting this week.

The retreat with staff leadership will be on Wednesday and Thursday in the Olympic Room at Port Ludlow Resort, One Heron Road, Port Ludlow.

The special meeting, to approve warrants, will be at 8:30 a.m. Thursday at the retreat venue.

At Wednesday’s retreat, port staff, managers and the leadership team will meet from 8:30 a.m. to noon in a non-public session.

At noon Wednesday, commissioners will join staff for a working lunch. At 1 p.m., commissioners and the leadership team will discuss capital improvement strategy including formation of an Industrial Development District. The session will adjourn at 4:45 p.m.

At 8:45 a.m. Thursday, commissioners and leadership team members will conduct a team-building exercise and discuss port assets and intersections of governance and management until lunch. After lunch, at 1 p.m., the group will discuss priorities for 2017. The meeting will adjourn at 4 p.m.

The public is welcome to attend and observe the open sessions from noon Wednesday through the end of day on Thursday.

Jefferson PUD

Jefferson County Public Utility District commissioners will rotate board positions when they meet Tuesday.

The meeting will begin at 5 p.m. at 230 Chimacum Road, Port Hadlock.

Commissioners will discuss a Team Jefferson request for proposal, a resolution concerning out-going commissioner Barney Burke, a meter replacement strategy, a low-income program, a telecom request from Brinnon, bids for transformers and consider an agreement to purchase water meters and encoder receiver transmitters.

They will hear a presentation from United Good Neighbors.

An executive session is planned.
