EYE ON JEFFERSON: County commissioners to consider shooting moratorium, ordinance

Hearing examiner case includes cannabis operation

The three Jefferson County commissioners will consider extending a moratorium on commercial shooting facilities in the unincorporated areas of the county when they meet at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Commissioners also will continue deliberations with potential action on an ordinance related to Title 8 and Title 18 of the county code.

Title 8 refers to the health and safety regulations for commercial shooting facilities, and Title 18 concerns development regulations for the same facilities.

Items on the consent agenda include resolutions to update the official county road log, an agreement to resurface and restore a half-mile of Center Road for about $500,000, and an interlocal agreement for strategic tourism with Clallam County and the cities of Port Angeles and Sequim.

Also on thee consent agenda are agreements on early intervention services for children birth to 3 years old between the county’s public health department and the Chimacum School District.

Port Townsend City Council

The Port Townsend City Council’s finance and budget committee will discuss preliminary 2019 results when it meets at 3 p.m. Tuesday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

In addition to a 2019 investment portfolio update, committee members will discuss vehicle purchases for this year, and they will review the National Golf Foundation’s report and lease agreements with the Port Townsend Golf Club.

The city’s planning commission will meet at 6:30 p.m. Thursday.

The City Council will not meet this week.

Port of Port Townsend

Port of Port Townsend commissioners will consider an agreement with the Washington Trust for Historic Preservation concerning Point Hudson when they meet at 5:30 p.m. Wednesday.

The meeting will be at 5:30 p.m. in chambers, 333 Benedict St.

Commissioners also will consider a Race 2 Alaska sponsorship for team FAST, and they will recap all capital expenses from 2019.

Port commissioners are scheduled to have an all-day retreat on Tuesday.

The session, from 8 a.m. to 5 p.m., will be at the Port Townsend Yacht Club, 2503 Washington St.

Hearing Examiner

The Jefferson County Hearing Examiner will consider three cases Tuesday.

At 1:30 p.m., a property owner at 111 Price St. in Port Hadlock requested an appeal of a notice of violation and an order of abatement. The hearing will be in the first floor conference room at the Jefferson County Courthouse, 1820 Jefferson St.

At 2:30 p.m., the examiner will hear an appeal filed by the Townhomes at Ludlow Bay Association regarding an administrator’s code interpretation for transient rentals. The hearing also will be in the first floor conference room at the courthouse.

At 5 p.m., the examiner will consider a Type II cottage industry conditional discretionary use permit for cannabis production and processing in a rural residential zone. The hearing will be in the superior court room at the courthouse.

Public Utility District

Jefferson County Public Utility District commissioners will review and discuss strategies for potentially expanding broadband infrastructure when they have a special meeting at 1:30 p.m. Tuesday.

The meeting will be at the Port Townsend fire station, 701 Harrison St.

Presenters include Craven Schumacher of T-Mobile, Dave Spencer from NoaNet, and Angela Bennink and Bob Hunter from Kitsap PUD.

Action may be taken.

Separately, commissioners will discuss the PUD procurement manual when they have a special meeting at 10 a.m. Friday.

The meeting will be at the Chimacum fire station, 9193 Rhody Drive.

Chimacum School Board

The Chimacum School Board will hear a Pi Program school improvement plan from Principal Jason Lynch when it meets Wednesday.

The meeting will be at 6 p.m. at Chimacum High School, 91 West Valley Road.

The board also will discuss homeschool engagement and additional support for alternative learning models, and the January 2020 budget status report and balance sheet will be presented.

Jefferson Healthcare

Jefferson Healthcare commissioners will hear a compliance report from Chief Legal Officer Jon French when they have a special meeting at 2 p.m. Wednesday.

The meeting will be in the Victor J. Dirksen Conference Room on the first floor at 834 Sheridan St.

Reports to the board include patient advocate, finance, quality, administrative and from Chief Medical Officer Dr. Joseph Mattern.

Development authority board

The Fort Worden Public Development Authority board will see a presentation from Maestro Property Management when it meets at 9 a.m. Wednesday.

The meeting will be at Commons B (Building 210) at Fort Worden, 200 Battery Way.

The board also will review the 2020 operating and capital fund and consider a resolution to adopt it.

Fort Worden Coordinating Committee

The state parks department and the Fort Worden Public Development Authority will review construction updates during an annual Fort Worden Coordinating Committee meeting at 11:30 a.m. Friday.

The meeting will be in Commons B (Building 210) at Fort Worden, 200 Battery Way.

A PowerPoint presentation will highlight and review compliance with master lease terms and conditions, and the committee will review and approve the 2020 annual maintenance report.

Committee members also will review the 10-year unified capital plan and discuss state sewer and water projects, the Building 201 roof project and exterior improvements to officers row.

Fort Worden PDA members will provide updates on Makers Square and the glamping project.
