EYE ON JEFFERSON: County commissioners consider Transfer Station facility contract change

County meetings this week.

The three Jefferson County commissioners will discuss a change order for the preparation and painting work on the Transfer Station and Moderate Risk Waste facility when they meet Tuesday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The change, which will allow additions to construction work, will increase the amount of the contract with Mattila Painting Inc. of Monroe by $13,336 for a total of $309,546.

The item is on the consent agenda.

Also on the consent agenda is funding for the county’s juvenile services including the approval of an amendment for a local juvenile probation counselor and approval of funding from the state to deal with the legal fees of truancy charges for local youths.

Commissioners also will consider multiple reappointments on the Gardiner Community Center board and a vacancy on the Port Ludlow Drainage District governing body, which if approved will be filled by Katie Smith until the general election in February 2018.

Port Townsend city

The Port Townsend City Council will continue a public hearing on the 2016 Comprehensive Plan Update when it meets Tuesday.

The council will meet at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

The council has closed public comment on the issue but could reopen it at a later meeting.

The council will consider continuing the public hearing to Sept. 15.

Members of the council also will consider amendments to clarify which projects can be financed with the city’s 2014 limited tax general obligation bond anticipation note.

The council also will consider approving the Quimper Village Development, the head lifeguard and chief of police executive assistant positions and proclaiming September as Attendance Awareness Month for the Port Townsend School District.

Other city committee meetings, which will be in conference rooms at City Hall, 250 Madison St., unless otherwise noted, are:

Historic Preservation Committee — 9 a.m. to 10 a.m. Wednesday, third-floor conference room.

Arts Commission — 3 p.m. to 5 p.m. Wednesday, first-floor conference room.

Council Information and Technology Committee — 3 p.m. to 4 p.m. Wednesday in City Council chambers at historic City Hall, 540 Water St., to discuss social media policy.

Jefferson PUD

The Jefferson County Public Utility District commissioners will consider updating district telecommunications network and network access charges when they meet Tuesday.

Commissioners will meet at 5 p.m. at 230 Chimacum Road in Port Hadlock.

Commissioners will consider notification to Bonneville Power Administration of how the district intends to serve any loads above its Rate Period High Water Mark (RHWM) for the third purchase period. The deadline for notification is Sept. 30.

Other action items on the agenda are a weed control contract with the county Weed Control Board and a cost of service and rate-making-policies questionnaire.

Commissioners will discuss a draft budget, policy concerning transfer of accounts and termination of service, paying expenses for interviews for the chief financial officer candidates, a succession plan for the citizens advisory board and an interlocal agreement with the Chimacum School District.

They are expected to set a budget and rate hearing for 5 p.m. Oct. 3 at 230 Chimacum Road. The draft budget is at www.jeffpud.org.

Port Townsend ­Planning Commission

The Port Townsend Planning Commission will conduct a public hearing on short-term rentals and transient accommodations when it meets Thursday.

The meeting will be at 6:30 p.m. in City Council chambers at historic City Hall, 540 Water St.

Commissioners also will discuss a buffer reduction for licensed marijuana operations.

The Council Information and Technology Committee will be meeting later in the week, on Wednesday at 3 p.m., as will the Historic Preservation Committee and Arts Commission.

The City Council will meet again Thursday in the same location at 6:30 p.m. for another public hearing on short-term rentals and transient housing.

Jefferson Healthcare

Jefferson Healthcare commissioners will discuss the Emergency and Specialty Services Building second-floor shell space project when they meet Wednesday.

Commissioners will meet at 3:30 p.m. at 2500 W. Sims Way, Suite 302. An executive session on real estate is set for 5:25 p.m.

Commissioners also will consider medical staff credentials, appointments or reappointments, and hear a presentation from Kitsap Public Health.
