The three Jefferson County commissioners will discuss Monday extending the period for allowable tax refunds in some circumstances.
The meeting will begin at 9 a.m. in chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.
Currently, refund requests originating from an error in property valuation must be filed within three years
Assessor Jeff Chapman and Treasurer Stacie Prada plan to recommend the extension of that limit if the claim arises from taxes paid as the result of a manifest error in a description of the property.
The extension, if approved, must be consistent with the IRS refund statute of limitations.
Commissioners will conduct a public hearing at 10 a.m. on a Community Development Block Grant. The county would continue to administer the grant for Olympic Community Action Programs.
At 10:30 a.m., they will hear a fourth-quarter report from the state Department of Natural Resources on income.
On the consent agenda, commissioners will consider three contracts with the Federal Emergency Management Agency for road and facilities repairs after storms in August, November and December.
The contracts add up to a possible total of $671,000.
Other items on the consent agenda include:
■ A resolution declaring a state of emergency to allow immediate work on Undie Road, which was damaged in a series of fall and winter storms.
■ An agreement to allocate $27,075 in lodging tax money to the Forks Chamber of Commerce.
■ An agreement to allocate $55,142 to the Environmental Center project.
■ A bid award to Stripe Rite Inc. to supply pavement markings in 2016 in the amount of $229,884.
Port Townsend city
The Port Townsend City Council will consider a $108,110 contract with HDR Engineering Inc. of Seattle for assessment of work needed to rehabilitate the Big Quilcene River diversion structure when it meets Monday.
The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 504 Water St.
Structural deficiencies were found during an inspection in 2012.
The plan is to begin design and permitting work this year and begin construction in 2017 or 2018.
The council also will consider a resolution in support of the state’s preservation, maintenance and improvement of the John Wayne Pioneer Trail.
The trail does not pass through Port Townsend. It begins east of Seattle and extends to the Idaho border, so the proposed resolution doesn’t directly affect the local area.
Another resolution on the agenda is in support of adequate funding for the statewide Municipal Research and Services Center.
Neither would mean any cost to the city.
Council office hours, during which members of the public can discuss any topic with a member of the City Council, take place from 3 p.m. to 5 p.m. Wednesday in the mayor’s office at historic City Hall, 540 Water St.

Port of Port Townsend
Port of Port Townsend commissioners will discuss the U.S. Navy’s request for access to the Mats Mats Bay boat ramp when they meet Wednesday.
The meeting will begin at 5:30 p.m. in chambers, 333 Benedict St.
It will be preceded at 4 p.m. by a special workshop in the same location to discuss the selection process for a new executive director.
At the regular meeting, commissioners also will discuss a draft of the boat yard general permit from the state Department of Ecology.
Public comments on the draft will be accepted until April 29.
Commissioners also will consider authorizing port legal defense of agents as well as employees and officers who act in good faith on behalf of the port.
Public development authority
The Fort Worden Lifelong Learning Center Public Development Authority will address the postponement of a feature film using the fort at a meeting Wednesday.
The meeting will begin at 9 a.m. at Fort Worden Commons.
Chimacum schools
The Chimacum School Board will take action on roof bids when it meets Wednesday.
The board will meet at 6 p.m. in the library at the high school at 91 West Valley Road.
It will recess into an executive session for a midyear evaluation of the superintendent.
It will consider policies on graduation requirements, self-administered medication and use of school facilities.
