EYE ON JEFFERSON: Commissioners consider archaeological services

The three Jefferson County commissioners will consider a contract for archaeological services when they meet at 9 a.m. Monday.

The meeting will be in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The professional services agreement with Equinox Research & Consulting International Inc., stems from the unexpected discovery of cultural resources in Memorial Field during construction of a new field lighting system in August.

A archaeologist was retained then and will conduct mitigation and analysis work this year.

The contract is for no more than $115,030. The Washington state Recreation and Conservation Office has agreed to provide up to $67,000.

Other items on the consent agenda include:

• Agreement with Charlene and Josh Frick to serve as camp hosts for HJ Carroll County Park.

• A $402,330 contract with Apply-A-Line, LLC to complete pavement markings.

• A $14,978 contract with Transportation Solutions, Inc., to provide technical analysis and safety recommendations for the core Port Ludlow transportation corridor.

• A $13,000 contract with Concerned Citizens for early intervention services.

• A $3,125 contract with Chimacum School District for early intervention services.

• Memorandums of understanding with Superior Court and District Court for drug court and mental health court case management.

Port Townsend city

The Port Townsend City Council will review solid waste proposal terms and alternative options when it meets at 6:30 p.m. Monday.

The meeting will be in council chambers at historic City Hall, 540 Water St.

The council also will consider new initiatives proposed by members of the public, to decide if they want to add any to the work plan or the strategic plan action items.

It will hear reports on the Finance and Budget Committee, the Ad Hoc Committee on Housing and the Council Rules Committee, which formerly was the Ad Hoc Committee on Committees.

Also meeting this week is the Council Rules Committee. It will meet at 1:30 p.m. Tuesday in council chambers.

Planning Commission

The Port Townsend Planning Commission will conduct a public hearing on amendments to the city code concerning flood damage prevention.

The commission will meet in council chambers.

Commissioners also will discuss the Rainier Street and Upper Sims Way Subarea Plan.

Port of Port Townsend

Port of Port Townsend commissioners will consider authorizing submission of a grant application for phase 3 of Jefferson County International Airport runway rehabilitation when they meet at 1 p.m. Wednesday.

The regular session will be in chambers, 333 Benedict St. No public workshop is scheduled.

The port is working with the Seattle office of the Federal Aviation Administration to structure the Airport Improvement Grant to delay construction to the spring or summer of 2020.

The port has been advised to submit and application this year to increase the chance of receiving a 5 percent match from the state.

Commissioners also will consider an easement for a public utility district transformer and an update of the organizational chart.

Quilcene School Board

The Quilcene School Board will consider selecting a new board member when it meets at 6 p.m. Wednesday.

The special meeting will be in the board room, Room 9, at 294715 U.S. Highway 101.

After interviewing candidates for the vacant Position 5 seat, the board will convene an executive session for discussion, reopen the public meeting and consider making a selection.

They also will discuss and possibly take action on a collective bargaining agreement and discuss budget planning and strategic planning.

At a special meeting at 5 p.m. Monday in the board room, the board will recess into an executive session to evaluate the qualifications of an applicant for public employment or review the performance of a public employees, and to discuss collective bargaining.
