EYE ON JEFFERSON: Board to hear about Duckabush preserve

The three Jefferson County commissioners will hear an update on the Duckabush Wildlife Preserve when they meet Monday.

The update will be during the afternoon session, which will begin at 1:30 p.m. The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The discussion will center on cooperation with the Jefferson Land Trust and will include a presentation from environmental health specialist Tami Pokorny.

Items on the consent agenda, which will be addressed during the morning session, include:

■ Approval of a resolution to designate surplus property.

■ Awarding a contract of $515,000 to Rognlin’s Inc. of Aberdeen for culvert replacement on Upper Hoh Road. The work is funded by the Federal Highway Administration.

■ Approving documents to obtain federal funding for emergency repair by Seton Construction of Port Townsend after high water partially washed out Upper Hoh Road at Milepost 3.9. Funding includes $250,000 for repair and $100,000 for permanent restoration.

■ Awarding a contract of $971,324 to Lakeside Industries Inc. of Port Angeles for phase two of the Paradise Bay Road project. The state Rural Arterial Program is funding 90 percent of the project.

■ An agreement with the state Department of Transportation to redistribute $266,929 in federal funding for the repainting of the Queets Bridge.

■ A revision of the scope, end date and budget of the Fort Townsend Nearshore Project, with the contract amount Northwest Straits Marine Conservation Foundation will reimburse to the county increasing from $2,000 to $6,000.

■ Approve a memorandum of understanding with Jefferson County Public Health to provide nursing services to jail inmates affected by substance abuse during 2015, with the cost of $30,328 from sales tax revenue allocated for mental health.

■ A $20,000 contract with Michelle Farfan, former associate planner, to provide planning consulting services.

Port Townsend city

The Port Townsend City Council will consider sidewalk improvements on Landes and Sheridan streets when it meets Monday.

The meeting will begin at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

The council will consider authorizing the city manager to award a contract to SCJ Alliance for Landes Street design work and to award other contracts for construction.

Sidewalks would be installed on the east side from 12th to 14th streets and on the west side from 14th to 19th streets.

Total cost is expected to be $220,000. A Transportation Improvement Board grant provides $140,000. Federal funds total $50,000. The city has available another $50,000.

The council will hear an update on the Sheridan Street project, which is part of the Safe Routes to Schools Initiative and includes a bicycle education component, with a safety fair planned May 8.

The $666,913 project will include sidewalks on Sheridan Street from 14th to 19th Streets, on 16th Street from Sheridan Street to Grant Street and on 17th Street from Sheridan Street to Grant Street.

The council will consider adding a process for an annual evaluation of the city manager’s performance, with the review to be completed by Nov. 30 of each year.

It will consider removing the city-owned property at Beech and P streets from the city’s inventory of properties that could be used to support affordable housing.

The resolution also would authorize the city manager to negotiate a conservation easement for the Beech Street Property with the Jefferson Land Trust. The trust is not interested now but may be in the future.

Council office hours, during which members of the public can discuss any topic with a member of the City Council, take place from 11 a.m. to 1 p.m. Tuesday and from 3 p.m. to 5 p.m. Wednesday and Thursday in the mayor’s office at historic City Hall.

Other city meetings are:

■ Comprehensive Plan Housing Stakeholders — 9 a.m. to noon Tuesday, third-floor conference room, City Hall, 250 Madison St.

■ Planning Commission — 6:30 p.m. to 9:30 p.m. Thursday, council chambers.

Port of Port Townsend

Port of Port Townsend commissioners will discuss electric vehicle tourism when they meet Wednesday.

The meeting will begin at 1 p.m. at 333 Benedict St.

No morning workshop is planned this week.

Commissioners also will consider a lease with New Day Fisheries, engineer applicants, a noncompliance fee and open hours for restrooms.

Jefferson PUD

Jefferson County Public Utility District commissioners will discuss replacing streetlights with LEDs when they meet Tuesday.

The meeting will begin at 5 p.m. at 250 Chimacum Road, Port Hadlock.

Public development authority

The Fort Worden Public Development Authority Board of Directors will discuss a lease agreement at a special meeting Tuesday.

The meeting begins at 9 a.m. at Fort Worden Commons.
