EYE ON JEFFERSON: Board eyes declaring food service emergency at county jail

The three Jefferson County commissioners will consider a resolution declaring an emergency in providing required food service to inmates when they meet at 9 a.m. Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The Jefferson County jail cook position has been vacant since early May, leaving the superintendent to prepare meals, order supplies and maintain kitchen sanitation. The sheriff is proposing an agreement to contract with Summit Food Services LLC for six months at a cost of about $94,500, including opening charges.

Other items under consideration on the consent agenda include:

• A resolution declaring a public hearing for Monday, July 17, at 10 a.m. in commissioners’ chambers for 2017 second-quarter budget appropriations/extensions.

• A resolution finding and determining certain personal property as surplus and authorizing its disposal.

• An agreement de-obligating $183,431.07 in unused funds from the Hoh Rain Forest access preservation project.

• An agreement in the amount of $8,269.83 with Hope Roofing and Construction to re-roof the animal shelter.

• An amendment to an interlocal agreement with the state Department of Fish and Wildlife transferring funds between tasks.

• An agreement with SCJ Alliance for an additional $16,229, bringing the total to $22,550, for civil engineer services for the Quilcene Complete Streets Project.

• A $14,943 agreement with Travelers Casualty via Arthur J. Gallagher & Co. to continue the county’s crime policy for three years.

On the regular agenda, the board will hear a briefing on the Jefferson County Home Opportunity Fund, after which it will go into executive session with the county administrator and chief civil deputy prosecuting attorney to meet on potential litigation.

During the county administrator briefing session at 1:30 p.m., commissioners will discuss miscellaneous items, calendar coordination and future agenda items.

Port Townsend city

A community workshop on the future of Howard Street and Upper Sims Way is set for 5:30 p.m. Wednesday.

The two-hour meeting, in which a quorum of Port Townsend City Council members and/or planning commissioners may be present, will be at the Cotton Building, 607 Water St.

At 5:30 p.m. Thursday will be a collaboration workshop between the city, Port of Port Townsend and Northwest Maritime Center board.

The workshop will be held at the maritime center, 431 Water St.

The Port Townsend City Council will not meet this week.

Council office hours, during which members of the public can discuss any topic with a member of the city council, take place from 2:30 p.m. to 4:30 p.m. Wednesday in the mayor’s office at historic City Hall, 540 Water St.

Other city committee meetings, which are in conference rooms at City Hall, 250 Madison St., unless otherwise noted are:

 Parks, Recreation and Tree Advisory Board — 4:30 p.m. Tuesday, first-floor conference room.

 Council Finance and Budget Committee — Tuesday’s meeting has been canceled.

Port Townsend schools

The Port Townsend School Board will consider approving several vehicles as surplus, field trips and student insurance coverage when it meets at 6 p.m. Monday.

The meeting will be in the Gael Stuart Building, 1610 Blaine St.

Items on the action agenda include policy changes on meeting conduct, order of business and quorum, and the board meeting calendar for 2017-18.

The board may go into executive session if needed.

Port of Port Townsend

Port of Port Townsend commissioners will consider a resolution authorizing the executive director to submit a grant application to the Federal Aviation Administration for grant funding when they meet at 5:30 p.m. Wednesday.

The regular session will be at the Chimacum Grange, 9572 Rhody Drive, Chimacum.

The port is looking to apply for grant assistance for Phase 1 of the Jefferson County International Airport runway rehabilitation project. As an eligible airport sponsor that owns and manages a National Plan of Integrated Airport Systems airport, 90 percent of the cost — $239,229 — could be funded through FAA-administered Airport Improvement Program grant monies, with the remaining 10 percent, or $26,580, to be provided through a combination of port matching funds and state Department of Transportation airport aid grant monies.

The port also will consider a contract on the scope of services and budget for the runway rehabilitation project.

Port members will go into executive session to discuss potential litigation.

Chimacum School Board

The Chimacum School Board will consider final adoption of several policies, as well as discuss and possibly take action on a second reading of district goals, when it meets at 6 p.m. Wednesday.

The business meeting will be in the Chimacum High School library, 91 West Valley Road.

An executive session is planned to evaluate the qualifications of an applicant for public employment or to review the performance of a public employee.

Jefferson Transit

Jefferson Transit board members will mull a resolution on an interlocal agreement regarding West End service with Clallam Transit when they meet at 1:30 p.m. Tuesday.

The board will meet at the transit facility at 63 Four Corners Road.

Also on the agenda is consideration of resolutions authorizing the general manager to sign a contract with Sealco Asphalt Maintenance, approving changes to Transit’s existing drug and alcohol policy, awarding 2017 Employee of the Year to mechanic David Little and honoring years of service upon maintenance cleaner Conrad Bruhn’s retirement.

The board also will hold a public on the 2016-21 Transit Development Plan/Transportation Improvement Plan.

Jefferson Healthcare

Jefferson Healthcare commissioners will host a special board meeting with Olympic Medical Center and Forks Community Hospital boards when they meet at 11:30 a.m. Wednesday.

Commissioners will meet in Ballroom III at Campbell’s Resort, 104 W. Woodin Ave., Chelan.

The groups will discuss organizational updates, an Olympic Community of Health update, advocacy and workforce development.

No action will be taken.

Development authority board

The Fort Worden Public Development Authority board will hear a presentation on the Makers Square business plan when it meets at 9 a.m. Wednesday.

The meeting will be at Commons B (Building 210) at Fort Worden, 200 Battery Way.

The board also will discuss the spring break program proposal, as well as hear staff reports on the state capital budget status; Fourth of July/possible state parks closure; updates on the onboarding process/staffing and food and beverage; Fort Worden Foundation; summer marketing activities; and special project feasibility studies.
