EYE ON JEFFERSON: Board eyes animal control ordinance

The three Jefferson County commissioners will conduct a public hearing on a new animal control ordinance and consider approval of the 2016 budget when they meet Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

The new ordinance would repeal the chapter on animal responsibility and add one on animal control. It is intended to define limits of animal behavior to make enforcement more consistent.

The proposed 2016 budget would plan on $17,372,483 in revenue and $18,062,226 in expenses.

At 1:30 p.m., the county administrator will brief commissioners on the parks and recreation advisory board parks capital program and on a proposed sign code amendment.

Items on the consent agenda include:

■ A resolution certifying the special taxing district levies for collection of 2016 taxes.

■ A resolution to designate property as surplus and authorize disposal.

■ A resolution to launch the 2016 Conservation Fund application cycle.

■ A resolution to approve a grant application for assistance from the Salmon Recovery Funding Board, Recreation and Conservation Office for bridge construction on West Uncas Road.

■ A call for bids to supply liquid asphalt products for bituminous surface treatment during 2016.

Port Townsend city

The Port Townsend City Council will consider final approval of a $51,428,196 budget as well as a change in water, sewer and stormwater rates and the addition of a stormwater surcharge when it meets Monday.

The council will meet at 6:30 p.m. in council chambers at historic City Hall, 540 Water St.

The $3 stormwater surcharge will provide funding for the Howard Street project and the 16th Street drainage corridor project, a council memo says.

The proposed ordinance includes a reduction in utility rates for low-income customers.

The council also will consider a 2 percent increase of the public utility tax for three years to fund two additional maintenance worker positions. Approval would raise the public utility tax rate from 20 percent to 22 percent from Feb. 1 to Dec. 31, 2018.

The council also will consider a collective bargaining agreement with Teamsters Local No. 589 representing the city’s general government employees for 2016-18. The terms include a cost-of-living adjustment in 2016.

The council has scheduled an executive session to review the performance of a public employee.

Council office hours, during which members of the public can discuss any topic with a member of the City Council, will take place from 3 p.m. to 5 p.m. Wednesday and Thursday in the mayor’s office at historic City Hall.

City hearing examiner

The Port Townsend hearing examiner will conduct a public hearing on an application for a new residential development Monday.

The hearing on Quimper Village will be at 11 a.m. in council chambers at historic City Hall.

Quimper Village would be a 28-unit residential co-housing development designed for seniors 55 or older.

The 6.07-acre site lies on the north side of F Street, west of its intersection with Redwood Street and about 575 feet east of San Juan Avenue.

Port Townsend schools

The Port Townsend School Board will seat newly elected board members at a meeting Monday.

The meeting will begin at 6 p.m. in the Gael Stuart Building, 1610 Blaine St.

Appointed members Nathaneal O’Hara and Keith White along with the newly elected Laura Tucker will be sworn in at that time.

Jefferson Transit

Jefferson Transit board members will conduct a public hearing on the 2016 budget and consider adopting the budget when they meet Tuesday.

The board will meet at 1:30 p.m. at the transit facility at 63 Four Corners Road.

It also will hear reports on ridership, operations and maintenance.

Jefferson Healthcare

Jefferson Healthcare hospital commissioners will hear a report from the hospital administrator and the chief medical officer at a meeting Wednesday.

The meeting will be at 3:30 p.m. in the third-floor conference room at 2500 W. Sims Way.

The agenda was not available by Saturday.

Public development authority

The Fort Worden Lifelong Learning Center Public Development Authority board will review and discuss the preliminary 2016 budget at a meeting Wednesday.

The meeting will be from 9 a.m. to noon at Fort Worden Commons.
