EYE ON CLALLAM: Weed management before county commissioners

The three Clallam County commissioners will conduct a public hearing on a proposed ordinance that would create an “integrated weed management” chapter in the county code Tuesday.

The hearing will begin at 10:30 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The proposed ordinance would allow chemical controls like herbicides to be used in the fight against noxious weeks on county road rights-of-way.

It also would allow mechanical, biological, cultural and prevention controls to remove non-native, invasive plants in roadsides, parks and other county property.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• A request for qualifications from architecture and engineering firms for 2017.

• A resolution establishing a position in support of the Port Angeles School District’s replacement educational programs and operational levy.

• A letter of promulgation regarding the county’s Comprehensive Emergency Management Plan.

• Resolutions to initiate county road projects for pavement striping and traffic control devices.

Commissioners will hold a work session at 9 a.m. Monday to preview items set for action at future meetings.

Discussion items include:

• A request for qualifications and performance data from engineering and surveying firms for work in 2017.

• A waiver of bids to enter into an agreement with Environmental Science Associates for the Shoreline Management Plan.

• An agreement with the state Recreation and Conservation Board and Salmon Recovery Funding Board for the design of the Lower Dungeness River floodplain restoration project.

• Spending approval for an emergency water filtration unit that has been provided by the Joyce Fire Department Auxiliary.

Port of Port Angeles

Port of Port Angeles commissioners will consider economic development services agreement with the Composite Recycling Technology Center when they meet Monday.

The agreement will be considered at 1:20 p.m. after the afternoon session begins at 1 p.m. at port headquarters at 338 W. First St. It will be preceded by a 9 a.m. workshop in the same place.

At the afternoon meeting,commissioners also will hear a presentation on the proposed Port Angeles School District levy, which will be on the Feb. 14 special election ballot.

They also will consider measures related to the Terminal3 headline dolphin and waterfront stormwater improvements.

During the workshop, commissioners will nominate officers and discuss unrepresented staff salaries.

Sequim City Council

The Sequim City Council will conduct a planning session and consider final approval of a revised schedule of rates and fees when it meets Monday.

The council will meet at 6 p.m. at the Sequim Civic Center, 152 W. Cedar St.

The council will consider changes in fees for rentals and sewer rates for commercial and public authority.

It also will consider a resolution of regulatory consistency to satisfy requirements of the Growth Management Act.

Clallam PUD

Clallam County Public Utility District commissioners will consider a resolution regarding its water service expansion policy in relation to the Carlsborg Urban Growth Area.

The meeting will begin at 1:30 p.m. in the Lake Crescent Boardroom at the Carlsborg main office, located at 104 Hooker Road.

Commissioners also will consider approving the removal of delinquent invoices from the miscellaneous accounts receivable and hold an executive session to review the performance of a public employee pursuant to state law.

Forks City Council

The Forks City Council will discuss a community block grant application for a microenterprise initiative when it meets Monday.

The council will meet at 7:30 p.m at City Hall, 500 E. Division St.

The council also will discuss the 2016 build- ing report.

It will consider making appointments to the Clallam Transit and Peninsula Regional Transportation Planning Organization boards.

Marine resources committee

The Clallam County Marine Resources Committee will review the response process for the proposed Navy pier on Ediz Hook, including a draft letter to Clallam County commissioners, when it meets on Monday.

The meeting will begin at 5:30 p.m. in the Health and Human Services room in the basement of the Clallam County Courthouse.

Other agenda items include a discussion on Navy training in the Strait of Juan de Fuca and the along the Pacific Coast and project updates on an oil spill response trailer grant, a forage fish survey and educational outreach.

Conservation district

Clallam Conservation District members will consider approving a 2017 work plan and revised contracts for an irrigation efficiencies program when they gather Tuesday.

The meeting will begin at 3 p.m. in Suite H of the Armory Square building, 228 W. First St., Port Angeles.

Other agenda items include a review of last year’s work plan, an annual funding agreement with Clallam County, a state Department of Ecology water quality inspections report and an Ecology irrigation grant.
