EYE ON CLALLAM: Vaccine distribution before board of health

The Clallam County Board of Health will discuss COVID-19 vaccine distribution in Clallam County at 1:30 Tuesday.

Other agenda items include a COVID-19 update, legislative topics, a Board of Health application for an at-large position and a report on the COVID-19 Social Distancing Center.

Port Angeles city

The Port Angeles City Council will conduct a first reading on a proposed 2021 budget at 6:30 p.m. Tuesday.

The proposed citywide budget is balanced at $132.6 million, according to an executive summary.

Other agenda items for the meeting include:

• An ordinance levying 2020 property tax for collection in 2021.

• The proposed carryover of 2020 water and wastewater utility rates into 2021 and 2022.

• A professional services agreement for the city’s climate resiliency planning effort.

County Commissioners

Clallam County commissioners will review a proposed six-year Transportation Improvement Program at 9 a.m. Monday.

Commissioners will consider approving a 2021-2026 transportation plan after a public hearing Nov. 24.

Other agenda items for the Monday work session include:

• A request for proposals on a homeless gaps and needs analysis for 2021.

• A resolution reappointing and appointing Lourene O’Brien, Charles Meyer and Alan Barnard to the Sheriff’s Citizens Advisory Committee.

• A resolution reappointing Bill Hermann, Bruce Guckenberg and Joseph Murray to the Opportunity Fund Board.

• A resolution appointing Jody Jacobsen to the Behavioral Health Program Fund Advisory Board.

• A resolution appointing Alan Caverly, Jonathan Andrus, Laura Johns and Bonnie Hurd to the Developmental Disabilities Advisory Committee.

• A resolution reappointing Rebecca Korby, Sharon Maggard and Corrie Matlock-Hightower to the Homelessness Task Force.

• A resolution appointing Alisa Hasbrouck, Ann Stafford, Mary Sue Brancato, Navarra Carr and Jeff Ward to the Marine Resources Committee.

• A resolution appointing Ingrid Carmean to the Planning Commission.

• A quarterly income report from the state Department of Natural Resources.

Commissioners will conduct their weekly business meeting at 10 a.m. Tuesday.

Action items include:

• Agreements with the state Military Department and U.S. Department of Homeland Security for the county’s Emergency Management Unit, Medicaid Administrative Claiming to support Medicaid-related outreach, Norpoint Tactical to provide security services at COVID-19 Social Distancing Center, Olympic Peninsula Community Clinic to provide medical services at the Social Distancing Center and Olympic Community Action Programs for the operation of the Social Distancing Center.

• A bid award to Interwest Construction, Inc. for sewer work along Sekiu Airport Road.

A resolution appointing Jesse Charles and Tom Stokes to the Behavioral Health Program Fund Advisory Board.

• A resolution appointing Karin Ashton to the Clallam Bay/Sekiu Sewer Advisory Committee.

• A resolution appointing Margaret Owens to the Crescent Community Advisory Council.

• A resolution appointing David Pitman to the Building Code Board of Appeals.

• A resolution appointing David Brownell to the Heritage Advisory Board.

• A resolution appointing Lorrie Mittmann to the Lodging Tax Advisory Committee.

• A resolution appointing Teresa Beckstrom, Melanie Greer, LaDona Wilson, Robert Clark and Josh Borte to the Fair Advisory Board.

Notice of a Dec. 1 hearing to consider adopting a 2021 county budget.

• Notice that budget reductions, budget revisions and supplemental appropriations will be adopted Dec. 1.

Planning Commission

The Clallam County Planning Commission will hold a special meeting at 6 p.m. Wednesday for a presentation on stormwater regulations.

Public Utility District

Clallam County Public Utility District’s annual and routine exit conference with the Washington State Auditors Office is scheduled for 10 a.m. Tuesday.

Typically, only the commission president has attended the meeting, but it is possible that an additional commissioner may attend Tuesday’s meeting. Therefore, it is open to the public, the PUD said.

Olympic Medical Center

Olympic Medical Center commissioners will consider increasing the tax levy and approving a 2021 budget when they meet at 6 p.m. Wednesday.

Sequim schools

The Sequim School Board will discuss a levy when it meets at 6 p.m. Monday.

Housing Authority

The Peninsula Housing Authority board will consider an inducement resolution at 1 p.m. Wednesday.

An inducement resolution is an initial step stating intent to issue bonds for a specific activity, Executive Director Sarah Martinez said.

Peninsula Housing Authority intends to issue bonds for an affordable housing rehabilitation project, Martinez said.

Clallam County Fire District No. 3 commissioners will conduct business in a virtual meeting at 1 p.m. Tuesday.
