EYE ON CLALLAM: Port to weigh KPly site cleanup settlement pact

Port of Port Angeles commissioners will consider a KPly site cleanup settlement agreement that would return millions of dollars to the port and an executive director contract when they meet Monday.

Commissioners will discuss these two items at 1 p.m. at port headquarters, 338 W. First St. A workshop is planned at 9 a.m.

The settlement agreement among the port, ExxonMobil and Rayonier says ExxonMobile will pay the port $5.5 million and Rayonier will pay the port $2.2 million as reimbursement to the port for costs of cleaning up the former plywood mill site.

The executive director contract with Karen Goschen would pay her an annual salary of $145,000. If she is terminated, she would be paid up to six months’ salary.

Commissioners will consider appointing John Nutter port auditor to relieve Goschen of auditor duties.

At the morning work session, commissioners will discuss Port Angeles Boat Haven marina agency duties and 2017 moorage rate setting.

They will discuss planning for climate change, workforce training and an environmental management system.

County commissioners

Clallam County commissioners will hear an annual update on Washington State University Extension activities Monday.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The Clallam County WSU Extension office provides educational programs in areas of food and farms, health and nutrition, Master Gardeners, 4-H and youth development, and waste reduction.

Later this month, commissioners will consider renewing a long-standing memorandum of agreement with WSU Extension.

Commissioners on Monday also will discuss the Boundary Review Board and a proposed contract amendment with the state Department of Social and Health Services.

The three-member board will hold its regular business meeting at 10 a.m. Tuesday.

Items set for board action include:

■ A letter of support for Smith Family Farm protection.

■ An agreement with the state Department of Ecology for a toxics cleanup remedial action grant.

■ A bid opening for an Olympic Discovery Trail project at U.S. Forest Service Road 2918 and U.S. Highway 101 west of Lake Crescent.

■ A bid opening for janitorial services for the county Health Department.

Commissioners will hold public hearings at 10:30 a.m. Tuesday on the sale of surplus property, proposed amendments to the six-year transportation plan and the allocation of regional surface transportation funds.

An executive session will be held at 11 a.m. Wednesday for commissioners to discuss with the administrator, Prosecuting Attorney’s Office and outside legal counsel matters relating to personnel litigation.

Sequim City Council

The Sequim City Council will consider proposals for public art when it meets Monday.

The council will meet at 5 p.m. at the Sequim Civic Center, 152 W. Cedar St.

The council will consider approving a community fundraising campaign for the purchase of a $20,000, three-part leaded elk glass window that has been created by artist Millie Harrell for the Guy Cole Convention Center. The city would provide $1,000 for installation if the community raises the money.

It also will consider purchased artwork for the wall behind the city council dais.

At a work session at the beginning of the meeting, the council will discuss a proposed climate change preparedness plan.

It will hear a presentation on the annual report of the city Arts Advisory Commission.

It will conduct a public hearing on zoning revisions for consistency, review resolutions adopting a Six-Year Transportation Improvement Program and consider an agreement with the city of Forks for prisoner confinement services.

Clallam PUD

Clallam County Public Utility District commissioners will hear a staff report on strategic plan objectives for the second quarter Monday.

The meeting will begin at 1:30 p.m. in the Lake Crescent boardroom at the Carlsborg main office, located at 104 Hooker Road.

Commissioners also will consider authorizing staff to enter into an agreement for engineering, design and construction management services for the Deer Park Road pumping project.

Forks City Council

The Forks City Council will conduct a public hearing on the 2017-22 Six-Year Street Plan when it meets Monday.

The council will meet at 7:30 p.m. at 500 E. Division St.

The council will consider approving the plan after the hearing.

Clallam Conservation District

Clallam Conservation District commissioners will consider a Floodplains by Design grant amendment Tuesday.

The meeting will begin at 3 p.m. in Suite H at Armory Square, 228 W. First St., Port Angeles.

Other agenda items include a Salmon Recovery Funding Board application authorization form, an update on rates and charges, a Puget Sound Partnership Shellfish Advisory Team contract and approval of staff attendance for a course on riparian and instream considerations in conservation planning.

PA Downtown ­Association

The monthly Port Angeles Downtown Association board meeting will be Monday.

The meeting will begin at 6:15 p.m. in the second-floor conference room of The Landing mall, 115 E. Railroad Ave.

Reports will be heard from the city of Port Angeles, Port Angeles Regional Chamber of Commerce and Port Angeles Business Association.

Members can share concerns and ideas.

Fire District No. 2

Clallam County Fire District No. 2 commissioners will consider a crew quarters installation contract when they meet Tuesday.

The special meeting will be at 9 a.m. at 1212 E. First St., Port Angeles.
