EYE ON CLALLAM: Port to consider airport incentives, joining lawsuit

Port of Port Angeles commissioners will consider an Air Service Incentive Program to encourage commercial air service at Fairchild International Airport and joining a lawsuit against the state during a meeting that begins at 9 a.m. Tuesday.

The commission will meet at the administration building at 338 W. First St.

The Air Service Incentive Program would allow the port to lease airport property for less than fair market value, waive some airport fees, provide minimum revenue guarantees and share marketing related expenses.

Commissioners will discuss at 10:30 a.m. joining a lawsuit against the state Department of Natural Resources regarding its setting lower sustainable timber harvests, which is expected to greatly cut money for trust lands beneficiaries.

Commissioners will hear at 9:30 a.m. arguments for and against a capital levy proposed by the Port Angeles School District and consider supporting it. They will consider at 10 a.m. adopting the county’s hazard mitigation plan.

Commissioners will consider approving a professional service agreement with Carletti Architects for the 1010–1050 Building, which once housed Westport, for $65,000.

They will consider approving space for Center for Inclusive Entrepreneurship in the port administration building. CIE would not pay rent, utilities or security costs. In-kind services of $4,960 would be reflected in the port’s budget.

They will consider a sub-lease by CFPC Alcan Forests Products.

County commissioners

Clallam County commissioners will open bid proposals for stormwater management activities Tuesday.

The business meeting will begin at 10 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The county is seeking an engineering consulting firm with expertise in stormwater engineering, regulatory code, planning, NPDES (National Pollution Discharge Elimination System) Phase II requirements for Western Washington, facilitation, public outreach and training skills to help the county update its stormwater management activities, according to an executive summary.

“It is key that the consultant firm has experience with dealing with stormwater activities for a rural county, its governmental framework and citizens,” the summary read.

Other agenda items for the meeting include:

• An agreement with Jefferson County for Shoreline Master Program monitoring.

• A resolution reappointing Roy Hellwig to the Building Code Board of Appeals.

• Resolutions adopting budget revisions and debatable budget emergencies.

• Certification of the 2020 road levy and estimated revenue produced.

• A public hearing for consideration of debatable budget emergencies.

Commissioners will hold their weekly work session at 9 a.m. Monday.

Discussion items include:

• A resolution closing the Board of Equalization petty cash fund.

• A request for proposals and qualifications for 2020 architecture and engineering consulting services.

• A quit claim deed with the city of Forks for interest in the southern extension of Holly Avenue/Terra Eden streets in the city of Forks.

• A resolution appointing a member to the Peninsula Housing Authority Board of Commissioners.

Sequim city

The Sequim City Council will consider a sewer system maintenance contract with the Jamestown S’Klallam Tribe when it meets at 6 p.m. Monday. The council will meet at the Sequim Civic Center, 152 W. Cedar St.

Members will consider taking over private roads in the Mariner’s Outlook/Spyglass neighborhood.

Forks city

The Forks City Council will hear an update on the Campbell Pit Emergency Well project at 7:30 p.m. Monday.

The meeting will be at Forks City Hall, 500 E. Division St.

Other agenda items include the appointment of a member to the Clallam Transit board, an ordinance correcting a scrivener’s error and a letter to state Sen. Kevin Van de Wege requesting his support of Senate Bill 6174, which would grant free access to state parks.

Marine Resources

The Clallam County Marine Resources Committee will discuss the Dungeness Spit oyster project and western Port Angeles Harbor sediment cleanup at 5:30 p.m. Monday.

The meeting will be at the Feiro Marine Life Center, 315 N. Lincoln St., Port Angeles.

Other agenda items include:

• The 2020 internship program.

• A “Story of Water” video produced by the League of Women Voters of Clallam County.

• A report from a climate change work group.

• A review of the committee’s vision and mission statements.

• A discussion on an upcoming “deep-handshake” workshop.

• A Northwest Straits Commission update.

• An update on oil spill preparedness.

Public Utility District

Clallam County Public Utility District commissioners will consider appointments to 2020 committees at 1:30 p.m. Monday.

The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office at 104 Hooker Road.

Other agenda items include the disposal of surplus computer hardware.

Fire District 3

Clallam County Fire District 3 commissioners will conduct a board workshop when they meet at 1 p.m. Thursday.

The meeting will be at station headquarters, 323 N. Fifth Ave., Sequim.

The purpose will be to discuss the district’s vehicle maintenance and replacement program. The district covers the east side of Clallam County with a small portion in Jefferson County.
