EYE ON CLALLAM: Port to conduct listening sessions on John Wayne Marina

Port of Port Angeles commissioners will conduct listening sessions on Monday in Forks, Port Angeles and Sequim.

Sessions will be on the John Wayne Marina in Sequim. Commissioners will hear public comment and respond.

The Forks session will be at 10 a.m. at the Rainforest Arts Center at 35 N. Forks Ave. The Port Angeles session will be at 2 p.m. in council chambers at City Hall, 321 E. Fifth St. The Sequim session will be at 6 p.m. at the Sequim Transit Center, 190 W. Cedar St.

Port officials are considering selling the marina in light of interest from two private developers and the need for $22 million by 2035 for float, piling and breakwater improvements.

Port commissioners also are considering a Nov. 6 general election ballot measure that would ask voters countywide to approve a 6.4-cents-per-$1,000 levy increase to fund the upgrades.

The City of Sequim has issued an administrative interpretation saying that private ownership of the marina is prohibited by the city’s shoreline master program and shoreline management act. The port has appealed and a hearing is planned at 1 p.m. Aug. 6 in Sequim council chambers at the Sequim Civic Center, 152 W. Cedar St.

Port Angeles city

The Port Angeles City Council will hear a presentation from the state Department of Ecology on stormwater permitting Tuesday.

The business meeting will begin at 6 p.m. in the City Council chambers at City Hall, 321 E. Fifth.

Other agenda items include:

• A first reading on a proposal to update the city’s for-hire vehicle licensing code to allow companies like Uber and Lyft to operate under similar requirements as taxi cabs.

• A discussion on the Port Angeles Downtown Association’s 2018-19 work plan.

• A contract award for 10th Street reconstruction between M and I streets.

• A contract award for the reconstruction of Craig Avenue.

• A contract award for an underground cable replacement project.

• A contract award for an overhead reconductoring project.

• A contract amendment with Foster Pepper for the Port Angeles Harbor cleanup.

The council will conduct an executive session at 5 p.m. Tuesday to discuss the qualifications of an applicant for city employment.

Clallam County

Clallam County commissioners will discuss a joint letter with Makah Tribal Council to the state Department of Transportation regarding dangerous road conditions on state Highway 112 on Monday.

The commissioners’ work session will begin at 9 a.m. in Room 160 at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other discussion items include:

• A letter to the cities of Port Angeles and Sequim regarding an interlocal agreement for criminal justice services.

• A contract with Peninsula Community Health Services for the “Hub and Spoke” program that coordinates referrals for clients into medication assisted treatment.

• An agreement with the U.S. Forest Service for noxious weed control.

• An agreement with Public Procurement Authority to allow Clallam County to piggyback off of its publicly solicited master price agreement with vendor ProForce to trade and purchase pistols.

• An agreement with the state Military Department and Federal Emergency Management Agency for grant funding to update the county’s Hazard Mitigation Plan.

• A communication site facility lease renewal with the state Department of Natural Resources.

• A grant application to fund a portion of the final segment of the Spruce Railroad Trail at Lake Crescent.

The commissioners’ business meeting for Tuesday has been canceled.

Commissioners instead will consider the following action items at the end of their work session Monday:

• A change order with Snyder Building for the Clallam County jail re-roof project.

• An agreement with the U.S. Fish and Wildlife Service for McDonald Creek fish passage barrier removal and habitat restoration.

• A resolution calling for a special election to consider the establishment and possible financing of a Sequim Library capital facility area.

• A resolution for disbursement of domestic violence prevention funds.

• A call for July 17 public hearing on proposed amendments to purchasing, bids and contracts policy.

Fire District 3

Clallam County Fire District 3 commissioners will consider approving a general levy lid lift resolution when they meet at 1 p.m. Tuesday.

Commissioners will meet at 323 N.Fifth Ave., in Sequim.

The district covers the east side of Clallam County with a small portion in Jefferson County.
