EYE ON CLALLAM: Port Angeles to consider Transportation Benefit District

Port Angeles City Council members will consider forming a tax-supported Transportation Benefit District to fund city road repairs and will discuss a proposed second-class-city ballot measure when they meet Tuesday.

The meeting will begin at 6 p.m. at City Hall, 321 E. Fifth St.

It will be preceded by a 5 p.m. executive session at the same location to discuss potential litigation and consider the minimum price at which real estate will be offered for sale or lease when public knowledge about that consideration would cause a likelihood of decreased price.

The public hearing on the second reading of an ordinance to establish the Transportation Benefit District, the board of which would be the city council, will be at 6:30 p.m.

If the district is established, voters would be asked in the Aug. 1 primary election to approve a 0.2 percent retail sales tax that would begin Jan. 1, 2018, adding 2 cents to every $10 spent and increasing the sales tax within city limits to 8.6 percent.

Council members also will discuss a recommendation to seek a court declaratory judgment on a citizens petition to change Port Angeles from a code city to a second-class city.

They also will consider awarding a contract for a City Pier transient moorage float replacement project, will discuss an update on 2017 changes in revenue due to the shutdown of mill activity at the Nippon Paper Industries USA plant and will receive an update on the selection process for a new finance director.

Clallam County

The three Clallam County commissioners will hear a briefing on emergency management activities Monday.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The county emergency management unit is a division of the sheriff’s office.

Other discussion items for the work session include:

• A possible need for a new interlocal agreement for Peninsula Communications, or PenCom, the county’s 9-1-1 dispatch center.

• A contract amendment with the Jamestown S’Klallam Tribe to increase compensation for two trained sheriff’s deputies to assist in the enforcement of tribal law on Jamestown S’Klallam tribal lands.

• A contract amendment with the state of Department of Health for Women, Infants and Children, or WIC, programs.

• A grant application questionnaire for knotweed control funding from the state Department of Agriculture.

• A call for bids for the McDonald Creek bridge replacement project on Old Olympic Highway.

• A discussion on a $2,500 Counties Coastal Caucus contribution.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Scheduled action items include:

• An agreement with the Peninsula Daily News for printing legal publications from July 2017 through June 2018.

• A contract amendment with Salish Behavioral Health Organization for amended rates for outpatient services.

• An amended agreement with Friendship Diversion Services to expand the electronic monitoring program.

• A contract with Thomson Reuters Westlaw for a legal subscription.

• A bid opening for the reconstruction of a portion of Lower Elwha Road.

• A resolution appointing Vanessa Fuller and Jay Vincent to the Lodging Tax Advisory Committee.

• Resolutions initiating county road projects for Lower Elwha Road reconstruction and a segment of the Spruce Railroad Trail.

Port of Port Angeles

Port of Port Angeles commissioners will consider a broker commission policy when they meet Tuesday.

The business meeting will be at 1 p.m. at port headquarters, 338 W. First St.. It will be preceded by a 9 a.m. work session.

Commissioners also will consider a bid award for a backflow valve replacement.

During the morning work session, commissioners will discuss a fishing fleet modernization study and T3 maintenance dredging and hear updates on website redesign and an avigation easement with the city of Port Angeles.

Clallam PUD

Clallam County Public Utility District commissioners will consider a resolution in support of rural broadband deployment that ensures fair, reasonable, just and sufficient rates for use of public utility district infrastructure Monday.

The meeting will begin at 1:30 p.m. in the Lake Crescent boardroom at the Carlsborg main office, located at 104 Hooker Road.

Planning commission

The Clallam County Planning Commission will conduct a work session on rural zoning Wednesday.

The discussion will begin at 6:30 p.m. in Room 160 at the Clallam County Courthouse.

Topic to be addressed include rural zoning district land uses, building height requirements in the rural zones, modifying and creating new home enterprise and home-based industry standards, modifying the home business definition and adding new definitions for building height and non-commercial horse arenas.
