EYE ON CLALLAM: Port Angeles council to consider rideshare services

The Port Angeles City Council will consider a code change to allow rideshare services like Uber and Lyft to operate in the city when it meets at 6 p.m. Tuesday.

The meeting will be in the City Council chambers at City Hall, 321 E. Fifth. St.

Under the proposal, transportation network companies like Uber and Lyft would be regulated the same as taxis.

Other agenda items for the council meeting include:

• A compassion charter.

• A 2019 budget amendment.

• A union contract with IBEW (International Brotherhood of Electrical Workers) Local No. 997.

• A power line tree trimming contract.

• Replacement of an underground cable.

• Wastewater utility updates to the municipal code.

• A 2019 pole testing contract.

Clallam County

Clallam County commissioners will discuss a proposed contract with Tacoma Pumping and Drilling Company for a 900-foot-deep test well in Carlsborg at 9 a.m. Monday.

The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other discussion items include:

• Acquiring agency concurrence and authorization from Rayonier Timberlands for a section of the Olympic Discovery Trail north of Forks.

• An agreement with the state Administrative Office of the Courts for the Becca Program.

• A briefing on Homelessness Task Force bylaws.

• A contract amendment with the state Department of Health for various services.

• An agreement with the state Department of Ecology for a solid waste enforcement grant.

• An agreement with the Jamestown S’Klallam Tribe for services performed under the Department of Health pollution identification and corrections plan.

• Contracts with Concerned Citizens, Pierce, Jones and Associates and Morningside to provide developmental disability services.

• A resolution calling for a hearing authorizing the sale of surplus property.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• A letter to the state Department of Natural Resources regarding a hazard mitigation grant application for Sequim’s stormwater infiltration project.

• A contract amendment with the U.S. Fish and Wildlife Service for the use of three or more acres for access to the Dungeness Wildlife Refuge.

• An agreement with the state Department of Agriculture for funding to control invasive knotweed species within the riparian corridors of Clallam and Jefferson counties.

• An agreement with Justice AV Solutions for maintenance, support and services for Superior Court and District Court.

• An agreement with the state Administrative Office of the Courts for Court Appointed Special Advocate, or CASA, services.

• A contract with Salish Behavioral Health for substance use disorder outpatient services.

• A resolution appointing Roberta Griset to the Heritage Advisory Board.

• Requests for proposals for a consultant to produce a comprehensive solid waste management plan.

• A public hearing on a proposal to vacate county rights-of-way on portions of Zaccardo and Chicken Coop roads.

Library system

The North Olympic Library System board of trustees will consider eliminating fines for overdue books when they meet at 5:30 p.m. Thursday.

The board will meet at the Port Angeles Library, 2210 S. Peabody St.

The North Olympic Library System oversees public libraries in Port Angeles, Sequim, Forks and Clallam Bay.

Olympic Medical Center

Olympic Medical Center commissioners will hear an update on the North Olympic Health Network when they meet at 6 p.m. Wednesday.

Commissioners will meet in Linkletter Hall in the basement of the Port Angeles hospital, 939 E. Caroline St.

They also will consider diagnostic imaging multi- procedure room upgrade.

Marine Resources

The Clallam County Marine Resources Committee will hear presentations on summer internship projects at 5:30 p.m. Monday.

The meeting will be in Room 160 at the Feiro Marine Life Center on Port Angeles City Pier, 315 N. Lincoln St.

The internship projects involved kelp monitoring, green crab/Olympia oysters, educational outreach to recreational crabbers and pigeon guillemot.

Other agenda items for the Monday meeting include an update on Olympia oyster restoration efforts, approval of a Streamkeepers support letter and approval of purchases from a $2,500 budget surplus.

Planning commission

The Clallam County Planning Commission will discuss mineral extraction and processing activity and finalize a survey for public input regarding mineral resource lands at 6 p.m. Wednesday.

The work session will be in Room 160 at the Clallam County Courthouse.

Other agenda items include the election of an interim chair and vice chair.

Public Utility District

Clallam County Public Utility District commissioners will conduct a special meeting for an orientation on the functions of the Information Technology and Records departments at 1 p.m. Monday.

The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office at 104 Hooker Road.

Sequim schools

The Sequim School Board will discuss the vacant board position when they meet at 6 p.m. Monday.

The board will meet at 503 N. Sequim Ave.

Board member Robin Henrikson submitted her letter of resignation July 18; the board accepted it Aug. 5.

Board members also will consider several policies and choose a chief negotiator.

Fire District 3

Clallam County Fire District 3 commissioners will discuss a district statement on the proposed medication-assisted facility in Sequim when they meet at 1 p.m. Tuesday.

Commissioners will meet at 323 N. Fifth Ave., Sequim.

They also will discuss chief officer compensation, sick leave, restricted duty and employment of relatives.

The district covers the east side of Clallam County with a small portion in Jefferson County.
