EYE ON CLALLAM: Hearing set on county Department of Finance proposal

Clallam County commissioners will conduct a public hearing on a proposal to form a Department of Finance when they meet Tuesday.

Commissioners will hold their regular business meeting at 10 a.m. The hearing will begin at 10:30 a.m. or shortly thereafter in Room 160 on the main floor of the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

To create a finance department, commissioners would need to amend the county charter, call for a special election, draft an explanatory statement and appoint “for” and “against” committee.

Tuesday action items include:

• A letter of support of Serenity House of Clallam County to establish the county as an Anchor Community for Washington Youth.

• A contract amendment with the state Department of Agriculture for additional funding through an existing knotweed control grant.

• A contract with Clallam Title Company to prepare the title reports for parcels subject to the 2018 foreclosure process.

• An agreement with the state Administrative Office of the Courts for reimbursement for information technology equipment for staff.

• A contract amendment with the state Department of Health to add statements of work for public health services.

• A contract with Pierce, Jones & Associates, LLC for the provision of individual supported employment, individualized technical assistance, community information and education and county millage.

• A contract with Concerned Citizens for provisions for community inclusion, individual supported employment, community information and education and county millage.

• A contract with Morningside for the provision of individual supported employment, community information and education and county millage.

• A call for bids for a Superior Court carpet replacement project.

• Approval of the chair to sign the class action opt-in notice form for the Payments in Lieu of Taxes Act.

• A resolution adopting supplemental appropriations.

• Landowner acknowledgement and applicant resolution authorization forms with the state Recreation and Conservation Office for culvert repairs in the Hoko watershed.

• A public hearing for the consideration of debatable budget emergencies.

Commissioners will hold their weekly work session at 9 a.m. Monday to discuss items of general interest or items set for action in future meetings.

Scheduled discussion items include:

• Contracts with the state Administrative Office of the Courts for the Becca Program and Court Appointed Special Advocate (CASA) services.

• An agreement with Justice AV Solutions for maintenance and support for a digital recording system.

• A discussion on commissioners’ strategic participation on boards and committees.

County/port

Clallam County commissioners and Port of Port Angeles commissioners will hold their quarterly joint meeting at 11 a.m. Monday.

Discussion items include:

• Reports from the Clallam County Economic Development Corp. and Small Business Development Center.

• Port property that houses the Clallam County Juvenile and Family Services Facility.

• The results of a wood supply study.

• Non-profit support.

• An electric vehicle and alternative fuel procurement policy.

Planning commission

The Clallam County Planning Commission will discus proposed changes to county code to ensure a balance between community concerns for aesthetics and the location of wireless communications facilities like cell phone towers when it meets at 6 p.m. Wednesday.

The work session will be in Room 160 at the Clallam County Courthouse.

Sequim city

Sequim City Council will review the performance of the city manager at 9 a.m. Saturday.

The closed, executive session will be in the Burkett Community Room at Sequim Civic Center, 152 W. Cedar St.

The session is part of the city manager’s annual review.

Olympic Medical Center

Olympic Medical Center commissioners will consider appointing a treasurer when they hear a strategic plan update when they meet at 12:30 p.m. Wednesday.

The meeting will be in Linkletter Hall at Olympic Memorial Hospital, 939 Caroline St., Port Angeles.

Commissioners also will hear updates on the strategic plan, home health, the Sequim free clinic, and finances.

Port Angeles city

The Port Angeles City Council will hold a special meeting to view webinar training provided by the Association of Washington Cities at 11:30 a.m. Wednesday.

The meeting will be in the City Council Chambers at City Hall, 321 E. Fifth St.

The one-hour video, “Community Planning and Development 101 for Elected Officials,” is the third webinar of a four-part series specifically designed for elected officials.

No action will be taken.
