EYE ON CLALLAM: County to mull letter to state Department of Ecology

Clallam County commissioners will discuss a proposed letter to the state Department of Ecology in connection with Midway Metals and stormwater permitting for the unincorporated Port Angeles Urban Growth area at 9 a.m. Monday.

The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other agenda items include:

• A discussion on House Bill 1406, which provides state funding for affordable housing.

• A resolution canceling uncollectible personal property taxes per state law.

• A report on property tax refunds made during the previous year.

• An agreement with the U.S. Department of Transportation to construct a new section of the Olympic Discovery Tail between Forks and La Push.

• A discussion on the Bullman Beach Water Association.

• A resolution appointing Brian Hunter to the county Planning Commission.

Commissioners will hold a continued work session at 1 p.m. Monday to hear an update on Washington State University Extension activities.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• A resolution adopting a multi-jurisdictional Hazard Mitigation Plan update.

• A resolution establishing salaries and benefits for elected officials.

• A resolution establishing a position in support of the Port Angeles School District’s proposed levy.

• A proclamation partnering with the Census Bureau to help ensure an accurate 2020 count for Clallam County.

•˜An agreement with K&H Printers for printing and mailing of February special election ballots.

•˜A letter to James Tupper of Tupper, Mack Wells, PLLC to serve as co-counsel for a Pollution Control Hearings Board appeal.

•˜Notice that supplemental appropriations and budget revisions will be adopted Jan. 28.

• A call for Jan. 28 hearing on debatable budget emergencies.

•˜A letter of intent to the state Department of Natural Resources regarding the purchase of parcels on River Road for Dungeness Off-Channel Reservoir project.

Clallam Transit

The Clallam Transit board members will elect officers and consider a transit advertising policy when they meet at 10 a.m. Wednesday.

The board will meet at 830 W. Lauridsen Blvd.

The board also will consider policies on merit compensation, paid family and medical leave, shared leave and recruitment and appointments.

Port of Port Angeles

The commissioners will discuss the response to the John Wayne Marina Request for Information and hold a public comment session at 9 a.m. Tuesday.

The work session, in the port offices at 338 W. First St., Port Angeles, will be preceded by an early public comment session as well.

Other items on the agents include a presentation on the Port Angeles School District’s proposed capital levy, and annual report and exit interview with the auditor, a State Parks Clean Vessel Operation and Maintenance Grant award, Orion Marine Contractors, Inc. contract acceptance for terminals 1 and 3, an Angeles Communications lease, a lease discussion for the building at 2007 S. O St., election of officers and a resolution establishing ranges for compensation.

Planning commission

The Clallam County Planning Commission will elect a chair and vice chair and review bylaws at 6 p.m. Wednesday.

The meeting will be in Room 160 at the Clallam County Courthouse. The after-hours entrance is off Fourth Street between the two main entrances.

Other agenda items include the 2020 work plan and a presentation from the state Department of Natural Resources on mineral lands.

Forks city

The Forks City Council will consider appointments to the Clallam Transit board and Peninsula Regional Transportation Planning Organization on Monday.

The meeting will begin at 7:30 p.m. at Forks City Hall, 500 E. Division St.

The council also will consider a lease for space at the Quillayute Airport.

Port Angeles city

The Port Angeles City Council will attend a leadership training session at 5 p.m. Tuesday.

The meeting will be in the City Council chambers at City Hall, 321 E. Fifth St.

The meeting is open to the public. No action will be taken.

Planning, Parks, Utilities

The Port Angeles Planning Commission, Utility Advisory Committee and Parks, Recreation and Beautification Commission meetings were moved to 5 p.m. Tuesday to allow members to hear a leadership training in a joint meeting with the City Council.

The Tuesday meeting will be in the City Council chambers at City Hall, 321 E. Fifth St.

The session is open to the public and no decisions will be made.

Sequim city

The Sequim City Council will swear in new members and elect officers when it meets in regular session at 6 p.m. Monday.

The council will meet in the Sequim Civic Center, 152 W. Cedar St. A workshop on rules of procedure and a call for interest in city committees will be at 5 p.m.

William Armacost, Jennifer States, Troy Tenneson and Tom Ferrell will take the oath of office before the mayor and deputy mayor are named.

The council also will reconsider the Lavender Meadows binding site plan, discuss regulation of compression brakes, consider survey results and the public’s assessment of council goals and provide direction regarding John Wayne Marina request for information responses.

The council also will be informed on the progress of the West Fir Street construction project.

Public Utility District

The Clallam County Public Utility District will hear an update from the Public Power Council when it meets at 1:30 p.m. Monday.

The meeting will be in the Lake Crescent boardroom at 104 Hooker Road, Carlsborg. A special meeting to hear preliminary results of a state Auditor’s Office audit is set for noon.

Commissioners also are expected to invite bids for a operations building in Forks, establish titles and monthly salary ranges for staff employees and consider adopting a new charge card policy.

Olympic Medical

Olympic Medical Center commissioners will hear about new providers and Olympic Medical Physicians agreements when they meet at 6 p.m. Wednesday.

Commissioners will meet in Linkletter Hall in the basement of the hospital at 939 E. Caroline St., Port Angeles.

They will discuss purchase of real estate and the performance of a public employee in executive session.

Conservation District

The Clallam Conservation District board will consider a well meter installation reimbursement policy at 3 p.m. Tuesday.

The meeting will be in Suite H at Armory Square, 228 W. First St., Port Angeles.

Other agenda items include a review and approval of a 2020 work plan, a county funding agreement and an executive session for an annual employee performance review.
