EYE ON CLALLAM: County to mull deal for criminal defense services

Clallam County commissioners will consider an agreement with Clallam Public Defender for criminal defense services Tuesday.

The business meeting will begin at 10 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

If approved, the county would pay Clallam Public Defender $1.5 million to represent indigent criminal defendants in 2019.

Commissioners also will consider 2019 chemical dependency/mental health funding proposals.

Other agenda items for the meeting include:

• Recognizing Jim Borte for more than 34 years of service to the Clallam County Sheriff’s Office.

• An agreement with Johansen Mechanical Inc., for IT data center cooling improvements and fire suppression replacement projects.

• An agreement with Coordinated Care Corporation and Coordinated Care of Washington Inc. to provide health care services to youth.

• A contract extension with Bode Cellmark Forensics Inc. for forensic testing services related to the Tommy Ross case.

• A contract with Legal Files Software Inc. to provide legal files case management software.

• A contract with Clair Company for a review of plans submitted by Judy Lee.

• A contract amendment with the state Department of Corrections for confinement, care and treatment of DOC offenders housed in the Clallam County jail.

• An agreement with the state Military Department for an emergency management performance grant in support of the emergency management program.

• A renewed lease agreement to rent a portion of a building for storage.

• An amended agreement with Friendship Diversion Services for providing a supervised alternative to jail for offenders referred by the sheriff, prosecutor’s office or the court.

• An amended agreement with Correctional Healthcare Companies for providing medical staff in the county jail.

• An interlocal agreement with the Jamestown S’Klallam Tribe to provide restoration services for the lower Dungeness River floodplain.

• An amended agreement with Shannon & Wilson Inc. for engineering design of the Lower Dungeness River Floodplain Restoration and Levee Realignment project.

• A proposal opening for 2019 affordable housing and homeless housing and assistance funds.

• A quit claim deed for the sale of property at 132 Deer Park Road to Deer Park Self Storage LLC.

• A resolution authorizing Joe Swordmaker, lead county right-of-way agent, to sign closing documents with Olympic Peninsula Title for real property at 132 Deer Park Road.

• Revisions to the fee schedule for Clallam County parks.

• A resolution re-appointing Tayler McCrorie to the Chemical Dependency/Mental Health Program Fund Advisory Board.

• A resolution re-appointing Kathy Samples to the Animal Issues Advisory Committee.

• A resolution re-appointing John Hunter to the North Pacific Coast Marine Resources Committee for western Clallam and Jefferson counties.

• A resolution appointing Leslie Carpenter to the Fair Advisory Board.

• A resolution re-appointing David Pitman to the Building Code Board of Appeals.

• A resolution appointing and re-appointing Lori Sweet, Tim Bruce, Susan Hillgren, Kathy Morgan, Joseph Cress, Ann Simpson, Jaymie Doane and Rebecca Korby to the Homelessness Task Force.

• A resolution appointing David Bingham and Mike Schermer to the Crescent Community Advisory Council.

Commissioners will hold their weekly work session at 9 a.m. Monday.

Scheduled discussion items include a monthly budget performance review.

City of Port Angeles

The Port Angeles City Council will consider a resolution to create a tax exemption for multi-unit dwellings Tuesday.

The meeting will begin at 6 p.m. in the City Council chambers at City Hall, 321 E. Fifth. St.

Other agenda items include a 2018 budget amendment and a WAVE cable franchise agreement.

Clallam Transit

The Clallam Transit board will hold a public hearing on the 2019 operating budget and 2019 capital/grant budget Monday.

The meeting will begin at 1 p.m. at the Clallam Transit System administration building at 830 W. Lauridsen Blvd.

Other action items for the meeting include:

• A salary schedule for non-union-represented employees.

• A regular meeting schedule for 2019.

• A procurement policy and a change fund and deposit policy.

• A presentation to recognize the retirement of customer service representative Kyle Parrish.

• Staff reports and customary business.

The board will recess into an executive session to review the performance of General Manager Kevin Gallacci before returning to an open session to consider setting the general manager’s salary.

Marine Resources

The Clallam County Marine Resources Committee will discuss and finalize an annual work plan Monday.

The meeting will begin at 5:30 p.m. in Room 160 at the Clallam County Courthouse.

Other agenda items include the 2019 internship program, a letter requesting continued state funding and a public announcement of the Jamestown S’Klallam Tribe’s oyster permit application.

Planning commission

The Clallam County Planning Commission will hold a work session to review policy on wireless communications facilities Wednesday.

The meeting will begin at 6 p.m. in Room 160 at the Clallam County Courthouse.

Housing Authority

Peninsula Housing Authority commissioners will consider approving November check registers and hold an executive session to discuss a succession plan Wednesday.

The meeting will begin at 1 p.m. in Room 160 at the Clallam County Courthouse.

Clallam PUD

There will be no Clallam County Public Utility District commissioner meetings Monday, Dec. 24, Dec. 31 or Jan. 7.

The next meeting will be Jan. 14.

Fire District 3

Clallam County Fire District 3 commissioners will meet at 1 p.m. Tuesday.

The district covers the east side of Clallam County with a small portion in Jefferson County.

The district board will vote on an interlocal service agreement, an employment agreement for its finance manager and multiple standard operating procedures for structure fires, training and incident management.

It will also hear a report from the fire chief and another on risk reduction.

Olympic Medical Center

Olympic Medical Center commissioners will meet Wednesday.

The meeting will begin at 6 p.m. in Linkletter Hall in the basement of the hospital at 939 E. Caroline St., Port Angeles.

The agenda includes updates on the OMC Foundation and Olympic Medical Physicians, and a staff competency report.

An executive session to discuss current or potential litigation is also scheduled.

Fire District 2

Clallam County Fire District No. 2 commissioners will meet Tuesday.

The meeting will begin at 7:30 p.m. at the Port Angeles fire station at 1212 E. First St.
