EYE ON CLALLAM: County to hold hearings on rural residential zoning

Meetings across Clallam County.

Clallam County commissioners will consider repealing a 60-day ordinance limiting structure sizes in rural residential areas to 10,000 square feet — and a six-month ordinance to establish interim zoning to do the same — after a pair of public hearings Tuesday.

The hearings will begin at 10:30 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The proposed ordinances were triggered by an application for a 32,000-square-foot bed and breakfast on East Sequim Bay Road.

Commissioners heard two hours of public testimony on the same proposals last month.

The board will conduct its regular business meeting at 10 a.m. Tuesday.

Action items include:

• An agreement with the city of Forks to provide one or more deputy sheriffs to the Forks Police Department to supplement law enforcement staffing as needed with the city.

• An easement purchase for the Olympic Discovery Trail.

• An agreement with the state Department of Ecology for a Toxics Cleanup Remedial Action grant program.

Commissioners will hold their weekly work session at 9 a.m. Tuesday to preview items set for action in future meetings.

Work sessions are normally held Mondays, but the courthouse will be closed on Labor Day.

Agenda items for this week’s work session include a contract change order for improvements to the floral barn at the Clallam County Fairgrounds, an agreement with the Lower Elwha Klallam tribe to purchase easement for reconstruction of Lower Elwha Road, notice of calls for hearings on the proposed sale of used equipment as a surplus and a comprehensive plan land use and zoning map amendment.

Public defense ­services committee

The Ad Hoc Committee Public Defense Services will discuss plans when it meets Tuesday.

The meeting will be at 2 p.m. in Room 150 at the Clallam County Courthouse.

County planning ­commission

The Clallam County Planning Commission will hold a public hearing on proposed amendments to the county’s critical area code Wednesday.

The hearing will begin at 6 p.m. in the commissioners’ boardroom at the Clallam County Courthouse.

The proposal would:

• Amend a code section for exemptions applicable to existing, ongoing agriculture.

• Add a new code section containing alternative standards for existing, ongoing agriculture in and adjacent to aquatic habitat conservation areas such as streams, lakes, marine areas and wetlands.

• Amend the definition of agriculture and add a new definition for existing, ongoing agriculture.

Port Angeles city

The Port Angeles City Council will consider Board of Ethics recommendations when it meets Tuesday.

The council will meet in regular session at 6 p.m. An executive session is planned at 5 p.m. to discuss potential litigation, real estate and collective bargaining.

The council also will conduct a public hearing on a rate adjustment in Medic 1 ambulance transport rate adjustment.

It will consider a budget amendment, a purchase of property and the transfer of a fire engine to a volunteer association.

Port of Port Angeles

Port of Port Angeles commissioners will discuss the capital budget projects list when it meets Tuesday.

The special meeting will be at 1 p.m. at port headquarters at 338 W. First St.

Commissioner Colleen McAleer will participate by phone.

Commissioners also will consider funding for Washington Small Business Development Centers and travel authorization for Commissioner Connie Beauvais to participate in the American Forest Resources Council board meeting in Coeur d’Alene, Idaho, on Oct. 4-5. Travel costs are expected to be about $1,500.

They will be told of a Clallam Business Leader Luncheon hosted by North Olympic Peninsula Resource & Development from 11 a.m. to 2 p.m. Sept. 12 at the Sequim Transit Center, 190 W. Cedar St.

Sequim City Council

The Sequim City Council will consider a bid award for the pavement preservation project when it meets Tuesday.

The special meeting will be at 3 p.m. in the Sequim Civic Center, 152 W. Cedar St.

The council also will consider zoning text and map amendments to implement the comprehensive plan.

Sequim schools

The Sequim School Board will consider a draft resolution urging state Department of Natural Resources action on arrearage when it meets Tuesday

The board will meet at 6:30 p.m. at 503 N. Sequim Ave.

The draft resolution says that from 2005 through 2014, DNR did not generate revenue for trust beneficiaries because the 92 million board feet of timber planned to be harvested from state lands in Clallam County was not. This led to a loss in funds to the school district, which could have used the money for improvements, the resolution says.

It asks that DNR develop a five-year plan by Dec. 31 that maximizes financial benefits to Clallam County and directs staff to talk with other trust beneficiaries and legal counsel about trust land revenue and take action to receive revenues in arrears from the sustained yield calculations ending in 2004 and 2014.

The board also will discuss a possible bond and levy and hear a report on preliminary enrollment.

Olympic Medical Center

Olympic Medical Center commissioners will hear an update on the Medical Office Building project when they meet Wednesday.

The meeting will begin at 12:30 p.m. in Linkletter Hall in the basement of the hospital at 939 E. Caroline St., Port Angeles.

Commissioners will consider change orders for the project.

They also will hear reports on August medical staff credentials, Olympic Medical Physicians, agreements for neurology employment and orthopaedic personal services, information technology security tools and the Family Practice Rural Residency Track Program.

Clallam PUD

The Clallam County Public Utility District commissioners’ meeting for Monday has been canceled for Labor Day.

The next regular meeting will be Sept. 12.
