EYE ON CLALLAM: County to hold hearing on Lake Sutherland district

The three Clallam County commissioners will conduct a public hearing on a declaration of intent to allow a vote to renew the Lake Sutherland Management District on Tuesday.

The hearing will begin at 10:30 a.m. in the commissioners board room (160) in the Clallam County Courthouse, 223 E. Fourth St.

Lake Sutherland voters would decide in August whether to renew a $50 per parcel annual tax to fund the eradication of Eurasian milfoil in the lake west of Port Angeles.

The regular business meeting will begin at 10 a.m.

Action items include:

■   An agreement with Washington State University to use the public health division as a training site for WSU nursing students.

■   A contract amendment with the Department of Health modifying a statement of work for the Women, Infants and Children, or WIC, nutrition program and increasing funding.

■   An agreement with the State Patrol for eradication of illegal marijuana grows on public lands.

Commissioners will gather for their weekly work session at 9 a.m. Monday.

Discussion items include a draft Carlsborg wastewater facility plan, an agreement with the state Department of Social and Health Services for services to individuals with developmental disabilities, a pre-application questionnaire for a Federal Lands Access Program grant from the Federal Highways Administration, a contract amendment with the state Department of Ecology for Clallam Marine Resources Committee operations and projects revising a work plan and a report on shoreline development in marine areas and scheduling a public outreach meeting.

Port of Port Angeles

Port of Port Angeles commissioners will consider amending two leases with Angeles Composite Technologies Inc., when they meet in regular session Tuesday.

The meeting will begin at 9 a.m. at the port administrative building, 338 W. First St., Port Angeles.

The lease changes are for Port Angeles-area property at the Composites Manufacturing Center and 2230 W. 18th St.

Commissioners will address rent levels that are above and below market value and consider reducing lease payments that would lessen income by $121,922 annually, according to the agenda packet.

They also will consider extending the leases to May 31, 2020, which would result in additional revenue of $495,625.

Commissioners also will consider reimbursing the company for $96,694 in principle payments on a heating, ventilation and air conditioning system.

The company also has paid $100,000 in interest for the system.

Port commissioners will hear an update on the Port Angeles Boat Haven Advisory Committee.

Port Angeles Utility Advisory Committee

Port Angeles Utility Advisory Committee members will consider selling the city’s shuttered Morse Creek hydroelectric facility when they meet Tuesday.

The meeting, which will also be a special meeting of the full Port Angeles City Council, will begin at 3 p.m. in the Jack Pittis Conference room at City Hall, 321 E. Fifth St.

Staff members have said that fully repairing the facility straddling Morse Creek about 5 miles south of the point that creek passes under U.S. Highway 101, which was closed in 2012 after the failure of a key piece of machinery, would cost about $100,000.

The facility had historically produced about 0.3 percent of the city’s total power usage.

Public utility district

Clallam County Public Utility District commissioners will consider a mutual aid and assistance agreement for the Water/Wastewater Agency Response Network on Monday.

The meeting will begin at 1:30 p.m. in the boardroom of the Port Angeles main office, 2431 E. U.S. Highway 101.

Other agenda items include contractor pre-qualifications, a treasure’s report and a facilities update.

Clallam Conservation District

The Clallam Conservation District will consider an onsite septic system repair cost-share program on Tuesday.

The meeting will begin at 3 p.m. in the Armory Square, 228 W. First St., Suite H, Port Angeles.

Other agenda items include:

■   A pollution identification and correction plan update.

■   A shellfish model stewardship program.

■   Conservation Commission budget development for 2015 to 2017.

■   Cooperator and cost-share agreements for Sequim High School roof runoff and compost structure.
