EYE ON CLALLAM: County to consider preliminary budget

Clallam County commissioners will receive a preliminary 2018 county budget at 10 a.m. Tuesday.

The meeting will be in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

In the roll-up budget, general fund revenue is projected to stay relatively flat compared to the 2017 budget at $36.9 million, County Administrator Jim Jones said in an executive summary.

Expenditures are projected to be equal to or slightly lower than $38.7 million, Jones said.

Other scheduled agenda items for the meeting include:

• A certificate of appreciation recognizing Public Records Officer and former Clerk of the Board Trish Holden for more than 18 years of service to the county.

• A change order adding $1,341 to the jail roof replacement project.

• A contract with the Washington Traffic Safety Commission for a traffic safety grant project.

• Agreements with Washington State Administrative Office of the Courts for the Becca truancy program and court-appointed advocate services.

• Contracts with Pierce, Jones and Associates LLC, Concerned Citizens and Morningside for the provision of individual supported employment, community information and education, and county millage.

• An agreement with the Sequim School District for the provision of transition program training.

• A bid opening for a Juvenile and Family Services Facility detention area carpet replacement project.

• A call for bids for the Salt Creek water line replacement project and security improvements for Superior Court.

• A resolution appointing Tom Reyes, human resources civil investigator, as interim public records officer.

• Final approval of an alteration to the O’Brien Meadows plat.

• Notice that supplemental appropriations and a budget reduction will be adopted Sept. 26.

• A public hearing on a proposed ordinance creating a code chapter for the disposition of remains of indigent persons.

• A resolution declaring surplus property and authorizing sale.

Commissioners will hold their weekly work session at 9 a.m. Monday to preview items set for action at future meetings.

Discussion items on the agenda include:

• An update on the accreditation of the Clallam County jail.

• A contract amendment with Salish Behavioral Health Organization for amended rates for outpatient services.

• A contract amendment with the state Department of Social and Health Services to reduce funding.

• Agreement with the city of Poulsbo to allow for the purchase or acquisition of goods and services via contracts negotiated by the other agency.

• An agreement with the state Recreation and Conservation Office for a North Olympic Peninsula Lead Entity 2015-17 project.

• A discussion on a Freshwater Acres large lot subdivision road improvement district.

Commissioners will attend a budget/road show meeting at noon Wednesday at the Port Angles Red Lion Hotel, according to their weekly agenda.

Board of Health

The Clallam County Board of Health will hear a briefing on a secure medicine return program at 1:30 p.m. Tuesday.

The meeting will be in Room 160 at the Clallam County Courthouse.

Other agenda items include an opioid surveillance report, a community health improvement plan and a draft resolution for tribal public health mutual aid operations and deployment.

Sequim city

The Sequim City Council will consider awarding a contract for Phase II of the Guy Cole Convention Center project when it meets at 5 p.m. Monday.

The council will meet at the Sequim Civic Center, 152 W. Cedar St.

The meeting will begin with a work session on a traffic light study and the water reclamation facility.

The council also will discuss a contract with the Economic Development Corp.

Forks city

The Forks City Council will hear from the Clallam County Juvenile Justice Tax Committee when it meets at 7:30 p.m. Monday.

The council will meet at City Hall, 500 E. Division St.

Fire District 3

Clallam County Fire District 3 commissioners will discuss accepting a $1 million grant to fund additional firefighters when it meets at 1 p.m. Tuesday.

The special meeting will be at 323 N. Fifth Ave., Sequim.

The $1,006,881 Staffing for Adequate Fire and Emergency Response (SAFER) grant would cover about 75 percent of up to six new firefighters’ wages and benefits for two years and 35 percent in the third and final year.

To accept the award, the district must ensure it has the financial capacity to sustain its current operations while paying for the partial wages the grant will not cover in three years and all the wages thereafter. Tuesday’s meeting is not expected to result in action.

The district covers the east side of Clallam County with a small portion in Jefferson County.

Clallam Conservation District

Clallam Conservation District commissioners will consider cooperator and cost-share agreements when they meet at 3 p.m. Tuesday.

The meeting will be in Suite H at Armory Square, 228 W. First St., Port Angeles.

Other agenda items include an all-districts meeting report, an office lease update and an executive session for bookkeeper/administrative assistant interviews.

Strait ERN

The next quarterly meeting of the Strait of Juan de Fuca Ecosystem Recovery Network (Strait ERN) will occur Friday.

The meeting will be from 9:30 a.m. to 2:30 p.m. at the Jamestown S’Klallam Tribe’s Red Cedar Hall in the Community Center on Old Blyn Highway in Blyn.

On the agenda is educational, planning, funding and action implementation topics, among other issues and opportunities pertaining to the Strait Action Area.
