EYE ON CLALLAM: County to consider pact with Clallam Public Defender

Clallam County commissioners will consider a one-year, $1.25 million contract with Clallam Public Defender to represent indigent clients in superior, juvenile and both district courts Tuesday.

The meeting will begin at 10 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other scheduled action items include:

• A letter to Bloedel Timberlands Development Inc., requesting support to begin negotiations for a 1.5-acre strip of property in the city of Forks.

• A letter to the state legislature supporting a William Shore Pool District funding request.

• A personal services agreement with Serenity House approving a $55,000 emergency allocation from the Homeless Task Force fund.

• Resolutions reappointing Richard “Doc” Robinson and Julianne Murrain to the Homelessness Task Force.

• A resolution appointing Carla Sebastian to the Permit Advisory Board.

• A call for Jan. 30 hearing on a $6,551 debatable budget emergency for 11 bar code printers.

• A call for Jan. 30 hearing on a draft ordinance on proposed changes to Title 29 Subdivisions and Title 33 Zoning.

• A resolution establishing right of way acquisition procedures and appointing staff for the acquisition process.

• A public hearing to consider the vacation of county right of way on a portion of Billy Smith Road.

Commissioners will hold their weekly work session at 9 a.m. Tuesday.

The courthouse will be closed Tuesday for observance of Martin Luther King Jr. Day.

Discussion items for the work session include:

• A call for bids for a 2018 hot mix and liquid asphalt supply contract.

• A call for hearing to establish county roads in Valley Center Place in Carlsborg.

• A quit claim deed for vacated portions of Lower Elwha Road, Charles Road and Sampson Road.

Port Angeles parks

The Port Angeles Parks, Recreation and Beautification Commission will consider an adopt-a-bench policy and hear a presentation on the Port Angeles Fine Arts Center on Thursday.

The meeting will begin at 6 p.m. in the City Council chambers at City Hall.

City of Port Angeles

The Port Angeles City Council will hear an update for safety barrier options for the Eighth Street bridges Tuesday.

The meeting will begin at 6 p.m. in the City Council chambers at City Hall, 321 E. Fifth St.

The City Council will also hold a special meeting at 5 p.m. before the regular meeting.

The purpose of the special meeting is to hold a closed session to discuss collective bargaining with an employee organization, including contract negotiations.

After the closed session, the council will hold a closed executive session to consider the minimum price at which real estate will be offered. Any final action on selling public property will be taken in a meeting open to the public.

Other agenda items for the regular meeting include:

• A presentation on Port Angeles School District Proposition No. 1, a proposed capital levy to expand and renovate Stevens Middle School.

The council will allow equal time to hear views, prop and con, in regards to the levy and may decide whether to take formal action.

• Approval of lodging tax event grant awards.

• Facility use agreements for Port Angeles Farmers Market and Port Angeles Community Gardens.

• Final acceptance of 2017 pole testing and tree trimming contracts.

• City Council committee assignments.

• A site rental agreement with the state Department of Ecology.

• A Hope Flags proclamation.

Board of Health

The Clallam County Board of Health will discuss opioid abuse legislation Tuesday.

The meeting will begin at 1:30 p.m. in room 160 at the Clallam County Courthouse.

Other agenda items include a chemical dependency and homelessness programs update, a community health improvement plan and the election of a chair and vice chair for 2018.

Olympic Medical Center

Olympic Medical Center commissioners will interview applicants and possibly choose a person to fill the vacant seat on the panel in special meetings Tuesday and Wednesday.

Both meetings will be in Linkletter Hall in the basement conference area of the hospital at 939 Caroline St.

The Tuesday meeting will begin at 11 a.m. Commissioners will interview applicants for the District 3 seat vacated by the resignation of Jim Cammack. At the conclusion of the interviews, the board will meet in executive session to discuss applicant qualifications before returning to public session to determine the finalists who will be interviewed on Wednesday.

Wednesday’s meeting will begin at 4 p.m. Finalists will be interviewed. Commissioners will convene an executive session at 5 p.m. and then return to public session at 6 p.m. for possible action.

Housing Authority

The Peninsula Housing Authority board will discuss a vacancy and possible interview questions Wednesday.

The meeting will begin at 1 p.m. in the commissioners’ meeting room in the Clallam County Courthouse.

Other agenda items include a director’s report and an amended resolution to recognize requested amounts in $100 increments as recommended by Rural Community Development Agency.

Port Angeles schools

The Port Angeles School Board will hear a facilities update when it meets at 7 p.m. Thursday.

The board will meet at Dry Creek Elementary School, 25 Rife Road.

The board also will discuss enrollment and finances and hear a report on Dry Creek.

A full agenda had not be prepared as of Saturday.

Planning Commission

The Clallam County Planning Commission will discuss 2018 work plan areas Wednesday.

The meeting will begin at 6:30 p.m. in Room 160 at the Clallam County Courthouse.

Other agenda items include an overview of bylaws, including a proposed change to begin meetings at 6 p.m., and the election of a chair and vice chair.

Fire District 3

Clallam County Fire District 3 commissioners will consider a service delivery study when they meet at 1 p.m. Tuesday.

Commissioners will meet at 323 N. Fifth Ave., in Sequim. A workshop to review and edit a proposed draft commissioners handbook is set for 11:30 a.m. the same day and place.

At the regular meeting, the panel will consider standard operating procedure for close call and hazard reporting, reporting workplace safety incidents and analyzing workplace safety incidents.

The district covers the east side of Clallam County with a small portion in Jefferson County.

Clallam PUD

There will be no meeting of the Clallam County Public Utility District commissioners Monday for observance of Martin Luther King Jr. Day. The next meeting will be on Jan. 22.
