EYE ON CLALLAM: County to consider pact for economic study of harvest decisions

Clallam County commissioners will consider a cost-share agreement with the state Department of Natural Resources for an economic study of DNR’s long-term conservation strategy for the marbled murrelet at 10 a.m. Tuesday.

The business meeting will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The marbled murrelet is a small seabird that nests in coastal forests. DNR recently adopted a long-term conservation strategy for the bird that affects harvest levels on state trust lands.

Other action items for the meeting include:

• A letter to the state Department of Ecology about the western Port Angeles Harbor cleanup.

• A proclamation recognizing March as Developmental Disability Awareness Month.

• An agreement with Sequim School District to implement a mental health curriculum.

• An agreement with the city of Forks to establish District Court II filing fees.

• An agreement with multiple law enforcement agencies for the governance and operation of the Olympic Peninsula Narcotics Enforcement Team, or OPNET.

• An agreement with Washington Technology Solutions for high resolution imagery.

A resolution reappointing Arleen Jenson and Emily Dexter to the Solid Waste Advisory Committee.

• A resolution reappointing Lyn Muench and Arnold Schouten to the Marine Resources Committee.

• A resolution appointing Patricia Valera-Daylo and Lisa Haugh to the Homelessness Task Force.

• A resolution appointing Navarra Carr to the Clallam County Board of Health.

A public hearing on policy amendments for employee benefits.

A closed executive session is scheduled for 1 p.m. Tuesday for the board to discuss with the Prosecuting Attorney’s Office an appeal of the state Department of Ecology’s decision that the unincorporated Port Angeles Urban Growth Area must have permittee status under the Western Washington Municipal Stormwater Phase II General Permit, according to the agenda.

Commissioners will conduct their weekly work session at 9 a.m. Monday to preview items set for action in future meetings.

Discussion items include:

• A contract amendment with Salish Behavioral Health Administrative Services Organization for substance use disorder outpatient services.

• An amended agreement with the state Military Department for the Operation Stonegarden Grant.

• An agreement with the State Patrol for public safety radio communications.

• An agreement with OAC Services, Inc. for pre-design services for construction of a joint 9-1-1 dispatch center.

• An agreement with state Department of Health for data sharing to support an opioid overdose action grant.

• A resolution for position changes on the Behavioral Health Advisory Board.

• A resolution for re-structuring the Homelessness Task Force.

• A discussion on space issues within the courthouse.

• A small water system working group update.

• A letter to the Federal Transit Administration for a Clallam Transit bus and bus facilities grant application.

• A resolution reappointing Brian Cays to the Permit Advisory Board.

• A resolution appointing Jesse Charles to the Behavioral Health Program Fund Advisory Board.

• A follow-up discussion on the Jefferson Dinner project.

Olympic Medical Center

Olympic Medical Center commissioners will discuss a chief executive officer job description when they meet at 12:30 p.m. Wednesday.

Commissioners will meet in Linkletter Hall in the basement of the hospital at 939 Caroline St., Port Angeles. They also will meet in executive session to discuss collective bargaining sessions with employee organizations.

Port Angeles city

The Port Angeles City Council will hear a presentation from Bonneville Power Administration at 6 p.m. Tuesday.

The meeting will begin at 6 p.m. in the City Council chambers at City Hall, 321 E. Fifth. St.

Other agenda items include:

• An update on the city light operations building.

• An update and discussion on Clallam Transit board composition.

• A professional services agreement with Parametrix for Lincoln Street safety improvements.

• A replacement pump purchase for the pump station near the base of Hill Street.

The council will conduct a special meeting at 5 p.m. Tuesday to hear a presentation from the Washington Cities Insurance Authority.

Sequim schools

The Sequim School Board will consider policies on students and telecommunications devices and multi-tiered systems of support when it meets at 6 p.m. Monday.

The board will meet at 503 N. Sequim Ave.

It also will hear a special presentation on winter sports.

Planning commission

The Clallam County Planning Commission will discuss proposed code amendments for mineral lands at 6 p.m. Wednesday.

The work session will begin at 6 p.m. in Room 160 at the Clallam County Courthouse.

Fire District 3

Clallam County Fire District 3 commissioners will discuss their 2019 financial report when they meet on Tuesday. The meeting will be at 1 p.m. at station headquarters, 323 N. Fifth Ave., Sequim.

Commissioners also will talk about their receipt of a tort claim.

The district covers the east side of Clallam County with a small portion in Jefferson County.
