Clallam County commissioners will consider establishing the 2020 general purpose and road fund property tax levies at 10:30 a.m. Tuesday.
The public hearing will begin at that time or shortly thereafter in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
The regular board meeting will commence at 10 a.m. Tuesday.
Agenda items include:
• An ordinance creating a code chapter for a Conservation Futures Fund.
• A letter to the state Department of Ecology regarding the Rayonier mill site in Port Angeles.
• An amended agreement with the Office of the Secretary of State for funds for civic engagement.
• A contract with Peninsula Community Health Services for the Hub and Spoke Program.
• An agreement with the state Department of Ecology for a water resources streamflow restoration interim implementation grant.
• An agreement with the Port of Port Angeles and the cities of Port Angeles, Forks and Sequim for a rural broadband planning grant and feasibility study.
• An amended agreement with Clallam County Economic Development Corp. to increase funding.
• Approval and submission of a Clallam County Homeless Crisis Response and Housing Plan for 2020 to 2024.
• A resolution authorizing the Board of Equalization to convene.
• Certification of taxing district levy budgets to the County Assessor.
• Resolutions adopting supplemental appropriations and budget reductions.
• A data collection form for the Clallam County Marine Resources Committee.
• A resolution adopting the annual construction program for 2020.
• A public hearing on policy amendments for emergency procedures.
• Public hearing on debatable budget emergencies.
Commissioners will conduct their weekly work session at 8 a.m. Monday.
Discussion items include:
• A contract amendment with the state Department of Health for the Opioid to Action plan.
• An amended agreement with Clair Company.
• An agreement with the state Office of Crime Victims Advocacy for the STOP Violence Against Women formula grant program.
• A lease agreement with the state Department of Natural Resources for a communication site and tower space.
• A letter of agency and carrier notification of change in 9-1-1 services with the state Military Department.
• An agreement with Puget Sound Partnership for Clallam County to monitor the effectiveness of its Shoreline Master Plan.
• Commissioner involvement on various state and local advisory boards for 2020.
• A monthly budget performance review.
Commissioners will receive a quarterly income report from the state Department of Natural Resources at 1 p.m. Monday.
Public Utility District
Clallam County Public Utility District commissioners will receive a proposed 2020 budget and draft strategic plan when they gather in Forks at 10 a.m. Monday.
The meeting will be in the state Department of Natural Resources building at 411 Tillicum Lane, Forks.
Other agenda items include authorization to sign a purchase and sale agreement and authorization to dispose surplus property.
Sequim City Council
The Sequim City Council will consider an application for a housing development and conduct its final hearing on the proposed 2020 budget when it meets at 6 p.m. Monday.
The council will meet at the Sequim Civic Center, 152 W. Cedar St.
Council members also will consider an application for preliminary binding site plan for Lavender Meadows, a 217-unit manufactured home park on 38.3-acres located next to the south side of Port Williams Road and the east side of North Sequim Avenue.
They will updated on the West Fir Street Rehabilitation project and review the Sequim Comprehensive Emergency Management Plan, consider authorizing contracts for the Sequim Health & Housing Collaborative and a contract with Murrey’s Disposal.
They will consider signing onto an agreement with Clallam County, the Port of Port Angeles and the cities of Port Angeles and Forks to work together to prepare a feasibility study for high-speed broadband.
Forks City Council
The Forks City Council will conduct a 2020 budget hearing and consider adoption of a 2020-2026 capital facilities improvement plan at 7:30 p.m. Monday.
The meeting will be at Forks City Hall, 500 E. Division St.
Other agenda items include a supplemental lease agreement with the U.S. Coast Guard.
