Clallam County commissioners will receive a recommended 2020 budget at 9 a.m. Monday.
The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
The $46 million recommended budget would draw $2.9 million from general fund reserves, leaving an ending fund balance of $11.5 million.
Commissioners will adopt a final budget in December.
Other agenda items for the Monday work session include:
• A juvenile services request to continue funding for one full-time volunteer coordinator and one part-time administrative assistant for the Court Appointed Special Advocate (CASA) program.
• A call for hearing regarding proposed changes to county policy 225 for employee benefits.
• A land purchase and temporary construction easement from Interfor US, Inc. for the Dry Creek Road reconstruction project.
• An agreement with Green Solutions, LLC for an update of the comprehensive solid waste management plan, including a contamination reduction outreach plan.
• An agreement with the state Department of Veterans Affairs for the county veterans officer position.
• An Evergreen Forest County Group request for funds.
Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.
Action items include:
• An agreement with the state Department of Ecology for an environmental health moderate risk waste program.
• An agreement with Jamestown S’Klallam Tribe for pollution identification and corrections work.
• Authorization for the chair to sign a request for waiver of bid/request for proposals/quote requirements form and proposal form with Performance System Integration for the Clallam County jail fire alarm control panel upgrade.
• Resolution authorizing an expenditure from the hotel/motel tax fund for an approved 2019 lodging tax funding application.
Port of Port Angeles
Port of Port Angeles commissioners will review the 2020 operating budget when they meet at 9 a.m. Tuesday.
The special meeting will be the port administration office at 338 W. First St.
They also will consider capital budget revisions.
Olympic Medical Center
Olympic Medical Center commissioners will discuss organizational chart revisions when they meet at 6 p.m. Wednesday.
The board will meet in the basement conference area of the hospital at 939 Caroline St.
They also will consider a software upgrade and hear an advocacy and operations update.
Port Angeles city
The Port Angeles City Council will consider adopting changes to utility rates at 6 p.m. Tuesday.
The meeting will be in the City Council chambers at City Hall, 321 E. Fifth. St. It will be preceded by an executive session at 5:30 p.m. to discuss potential litigation.
A public hearing on the proposed adjustments to the electric, water, garbage, solid waste, stormwater, wastewater and Medic 1 rates for 2020 will begin at 6:30 p.m.
Other agenda items for the council meeting include a presentation on 2020 revenue sources, a first reading on proposed code amendments to increase residential building capacity and housing diversity, a second reading on an ordinance changing term limits for Lodging Tax Advisory Committee members and a first reading on an ordinance amending the public records chapter in city code.
Sequim city
The Sequim City Council will consider a survey on the proposed medication-assisted treatment facility in Sequim when it meets at 5 p.m. Monday.
The council will meet at Sequim Civic Center, 152 W. Cedar Sr.
Also on the agenda is the United Way campaign kickoff, an EDC update, snow removal and state legislative agenda.
Forks city
The Forks City Council will consider setting a public hearing date for a proposed 2020-2026 capital facilities plan at 7:30 p.m. Monday.
The meeting will be at Forks City Hall, 500 E. Division St.
Other agenda items include a discussion on municipal code for the water department, a future joint meeting with Clallam County commissioners, a third quarter sales and lodging tax report and customary business.
Public Utility District
Clallam County Public Utility District commissioners will discuss water and wastewater rate at 1:30 p.m. Monday.
The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office at 104 Hooker Road.
A water and wastewater cost of service report will be presented Monday that outlines proposed rate increases for the next five years.
Commissioners are expected to vote on the rate schedules at their Oct. 28 meeting.
Other agenda items for the Monday meeting include:
• A memo of contract completion for pole inspection, testing and reporting of an unspecified number of electrical transmission and distribution poles in Clallam and Jefferson County.
• A memo of contract completion for the repurposing of a decommissioned electrical substation in Sequim for the installation of a ground-mounted 30 KW solar system.
Clallam Transit
The Clallam Transit board will consider a general manager employment agreement with Kevin Gallacci on Wednesday.
The meeting will begin at 10 a.m. at the Clallam Transit System administration building at 830 W. Lauridsen Blvd.
Other items for board action include policies on reasonable accommodations, layoffs and dress code and personal appearance policy, as well as Initiative 976, limiting state and local taxes, fees and other charges related to vehicles.
Board of Health
The Clallam County Board of Health will hear an update on vaping issues at 1:30 p.m. Tuesday.
The meeting will be in Room 160 at the Clallam County Courthouse.
The state Board of Health has imposed a temporary ban on flavored vaping products.
Other agenda items include a presentation on the Port Angeles Fire Department’s community paramedicine program, preparation for a legislative meeting, introduction of new nursing supervisor Karissa McLane and 2020 budget priorities.
Planning Commission
The Clallam County Planning Commission will conduct a public hearing on the proposed 2020-2025 Transportation Improvement Program at 6 p.m. Wednesday.
The meeting will be in Room 160 at the Clallam County Courthouse.
Other agenda items include a public hearing on current use applications from the first half of 2019.
Fire District 2
Clallam County Fire District No. 2 commissioners will discuss a draft 2020 budget and proposed 1 percent levy increase at 9 a.m. Monday.
The special meeting will be at the Clallam 2 Fire-Rescue headquarters at 1212 E. First St., Port Angeles.
Other agenda items include discussions on a levy lid lift/bond, upcoming district needs, Station 22, general liability insurance and a deputy chief’s contract.
Peninsula Housing Authority
The Peninsula Housing Authority Board of Commissioners will hear an update on Boys & Girls clubhouse construction when it meets in Port Townsend 1 p.m. Wednesday.
The meeting will be in the commissioners’ meeting room at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.
Peninsula Housing Authority serves Clallam and Jefferson counties.
The contractor for the clubhouse project found two underground fuel oil tanks on site that required remediation before construction could resume, according to an agenda item summary. The costs are not finalized but it appears it will be less than $50,000 for tank and soil removal, housing authority officials said.
Other agenda items for the monthly meeting include a vacant seat on the commission, Mount Angeles View property boundary issues, a Jefferson County Homeless Housing Task Force plan to end homelessness.
Port Angeles parks
The Port Angeles Parks, Recreation and Beautification Commission will hear a presentation from Public Works and Utilities Director Thomas Hunter at 6 p.m. Thursday.
The meeting will be in the City Council chambers at City Hall.
Other agenda items include a parks director’s report on possible committee assignments, project and maintenance updates and recreation updates.
Fire District 3
Clallam County Fire District 3 commissioners will hear a risk reduction report when they meet at 1 p.m. Tuesday.
The meeting will be at 323 N. Fifth Ave., Sequim.
The district covers the east side of Clallam County with a small portion in Jefferson County.
Commissioners also will cover third quarter financial reports, the 2018 annual report, and a human resources and training services contract renewal.
